Tender description

Framework for quality providers of residential homes, evidenced by an Ofsted rating of “Requires Improvement to be Good” or better, to provide placements for children and young people with severe disabilities and/or complex health needs and/or challenging behaviour. There will be for some children and young people a plan designed around moving the child or young person to foster care or a return home (reunification). It is possible that children and young people will have experienced placement breakdowns as well as abuse, neglect and loss and may demonstrate offending and/or challenging behaviours or be emotionally vulnerable. In consideration of Hampshire County Council's partnership with the Isle of Wight provision has been made for the Isle of Wight to access this framework. The estimate total value includes spend for the Isle of Wight. Hampshire County Council invited organisations who provide Children's Residential Care operating in Hampshire and bordering authorities and authorities bordering neighbour authorities to tender for the delivery of children's residential care. The Council has created an “Open Framework” arrangement with an initial duration of 4 years with the option to extend by 2 further years (a potential total duration of 6 years). The initial framework runs from 1.10.2018. During the open framework providers of children's residential care can apply to join.
