Tender description

Wigan Council are seeking to appoint a suitably qualified and experienced provider to manage the haulage and treatment of kerbside collected organic (food and garden) waste in the borough. The provider will be expected to collect the waste from Wigan Council's Organic Waste Transfer Station and transfer it to its own facility for treatment. The provider shall ensure the highest level of organic waste recycling is achieved. The timing and quantities of collections by the provider must be in accordance with the requirements stated within the specification. Treatment will involve the composting or anaerobic digestion of organic waste conforming to PAS100 or PAS110 compost standards to produce products compliant with those standards. The amount of organic waste collected and within the scope of the contract is estimated to be around 25 000 tonnes per annum. The proposed contract will be for 3 years with an option to extend for 2 further periods of 12 months each. The provider will be expected to collect the waste from Wigan Council's Waste Transfer Station at Makerfield Way, Ince, Wigan and transfer it to its own facility for treatment. Treatment will involve the composting or anaerobic digestion of organic waste conforming to PAS100 “Specification for Composted Materials” or PAS110 “Specification for Digestate” compost standards to produce products compliant with those standards. The provider shall ensure the highest level of organic waste recycling is achieved. The timing and quantities of collections by the provider must be in accordance with the requirements stated within the specification. Wigan Council's Organic Waste Transfer Station may hold a maximum of 250 tonnes of organic waste at anyone time but operates a capacity of 200 tonnes to ensure there is always capacity to tip. No organic waste may currently be left in the facility for longer than 48 hours according to the site Environmental Permit conditions. The tender documentation contains further indicative details around the required timing of collections by the provider, the estimated average number of collections to be made each day, by month, and estimated organic waste collection quantities, based on these and other parameters therein detailed. The proposed contract will be for 3 years with an option to extend for 2 further periods of 12 months each.
