Tender description

The Directorate of Education is announcing an assignment for the development of mapping tests in maths for primary school pupils in the 1st and 3rd years. We will also assess whether mapping tests in maths are to be developed for 2nd years. A decision on this will be made by December 2019. The Ministry of Education and Research has given the Directorate of Education responsibility for administering the test system in Norway. The Directorate of Education will enter into assignment contracts with professional environments for the development of tests and associated support material. Mapping tests have been carried out annually since 2008 on approx. 180 000 pupils in the 1st, 2nd and 3rd years. The maths test for 2nd years has been obligatory and the tests for 1st and 3rd years have been voluntary. The voluntary tests have almost had the same completion rate as the obligatory test. The aim of the mapping tests is to find pupils who need extra follow-up. The tests must have a concern score, and pupils who score below this concern score can require extra follow-up and support. The maths mapping tests are to be developed simultaneously, so that that represent a uniform concept to the greatest possible degree. The assignment is set to run from 1.1.2019 until 31.12.2022, with a cost limit of 14 000 000 NOK excluding VAT. The contract is subject to political decisions which can result in changes to the scope of the assignment. Political decisions can also mean that the assignment is completed earlier than expected, as the assignment depends on annual grants from the Norwegian Parliament.
