Tender description
Essex County Council conducted a procurement exercise to secure a provider to deliver a supported living scheme with an element of transitional educational support within a suite of purpose built apartments in Goldlay Square, Chelmsford. The primary purpose of this commissioned service is to procure outcomes based support which delivers independence, physical and mental wellbeing and employment as detailed in the Care and Support Plan for individuals who have been assessed by Essex County Council as being eligible under the provisions of Care and Support Guidance 2014. The individuals in receipt of this service will be young people with special educational needs and disabilities, whose support plans will focus on the process of transition to adulthood. Their plans will place particular emphasis on the development of independent living skills, and outcomes related to employment, with a focus on relevant education or training. The scope of this procurement was to secure a suitable provider to deliver a supported living service with an element of transitional educational support for a group of 8 young people with special educational needs and disabilities within purpose built apartments in Goldlay Square, Chelmsford. The service will typically provide 24 hour care for seven days a week averaged across all the residents with a primary focus on enabling the young people to progress onto independent living via the attainment of their individual goals as detailed within a tailored support plan. Their support plans will place particular emphasis on the development of independent living skills, and outcomes related to employment, with a focus on relevant education or training. The contract for this service will initially endure for 2 years with an option to extend the contract for a further 2 years at the Council's discretion, thereby resulting in a maximum contractual term of 4 years.
