Tender description

DFID Afghanistan (DFID-A) seeks to procure a local or an international service supplier to undertake the role of Independent Monitoring, Evaluation and Learning Agent (IMELA) for the Afghanistan Investment Climate Programme (AICP). In terms of monitoring, the IMELA will undertake independent verification of the AICP to provide assurance that it can deliver results, use UK and other donors’ resources effectively including the management of fraud and fiduciary risks, and do no harm in a conflict affected environment. In terms of evaluation, the contract to deliver these TORs, will include the delivery of process and performance evaluations between 2018 and 2022, and the design of an impact study and baseline data collection. This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved. Please see DRAFT ToR on the DFID Supplier portal (PO 8402) for the Independent Monitoring, Evaluation and Learning (IMELA) for the Afghanistan Investment Climate Programme (AICP). A PIN notice was previously issued for the monitoring component of this programme alone (8032), and we now wish to gauge interest for this component combined with the Evaluation component as one contract.
