Summary of the work The brief is to analyse the data structure of Flood and Coastal Risk Management to understand and collate concepts, entities and relationships, and use this to create as-is and to-be Conceptual Data Models. Specialist role Business analyst Latest start date Monday 3 December 2018 Maximum Day Rate Maximum day rate £600 (excludes expenses). Who Speclialist Work With This work will involve engaging with technical leads around the FCRM to understand data concepts, entities and relationships. After the data has been modelled, the key findings will need to be communicated to senior management. The work will be led by a Senior Advisor in the Environment Agency. What Specialists Work On 1. Gather information from appropriate sources to build an as-is, and a to-be picture of the data concepts, entities and relationships in the Flood and Coastal Risk Management (FCRM) directorate 2. Create an as-is Conceptual Data Model (CDM) for FCRM 3. If allowable within time constraints, create a to-be CDM 4. Identify and communicate key findings Skills & Experience • Have understanding and experience of creating Conceptual Data Models • Be able to summarise findings concisely • Be able to manage the project • Communicate effectively • Be able to analyse and parse complex subjects • Be able to extract key information from others Nice to Haves • Facilitate workshops • Summarise findings for non technical audience Work Location This will require meetings or calls with Environment Agency (EA) staff and possibly travel to appropriate EA offices. A number of staff are based in Horizon House, Bristol, including the Senior Advisor. The senior managers are based across our EA offices. There may also be a requirement to hold meetings with Defra colleagues. There is no provision for the contractor to work from an EA office on a daily basis. The contractor can work from their normal base. Working Arrangments The work will involve face to face meetings in Horizon House, Bristol with the Senior Advisor for project start up, updates and closure. Information gathering can be by face to face meeting or phone calls as appropriate. Regular shorter updates can be carried out over the phone. Are we right to assume that the individual will be predominantly home based with the need to come to the offices in Bristol for meetings? The successful applicant can be based at home, or another office but will be required to travel to Environment Agency offices which include Bristol to work with the Senior Advisor running the work. They may also be required to travel to other offices, nationwide, although the most environmentally friendly but effective way of gathering information will be considered. There will be no regular provision of a desk space at Bristol office although hot desking is possible on an ad hoc basis. 7. What is the duration of the contract? We are looking at 50+ days of work over 3 -5 months, to be concluded before the end of March 2019 8. What is the preferred start date? We are flexible on the proposed solution to the requirements, but we expect the working days will spread out over the 3-5 months 24. Is the maximum day rate of £600 inclusive or exclusive of VAT? The maximum day rate excludes VAT 25. Location of EA offices where the specialist is expected to attend face to face Horizon House, Deanery Road, Bristol, BS1 5AH is the location where face to face meetings with the senior manager will take place, but there may be the need to travel to other Environment Agency offices 26. The frequency of visits to EA Offices? This is yet to be determined and will depend on the best proposed solution to the requirements. 27. Can the specialist claim travel expenses from their base location The specialist can claim expenses 28. Does the Environment Agency has a preferred software tool for this work, and if so, will it be providing entitlement for that usage to the supplier? There is currently no preferred software tool but there is potential for one to be identified during the work. We will not be providing entitlement for usage of any software. 29. Is any sensitive personal data in scope? No sensitive personal data will be in scope. 30. Are there any other data or security sensitivities? No extra data or security sensitivities are anticipated 31. Is the work to be done using Agency infrastructure and if so, will the supplier be provided with remote access to this? The work will not use Agency infrastructure, and the supplier will not have remote access. 32. Could the Agency define what reimbursable expenses it would regard as in scope: travel, subsistence, accommodation, software or other tools required for the work? Reasonable travel expenses will be paid when visiting EA offices, e.g. train fares. This will depend where the successful supplier is based and will be by prior agreement only.
