Tender description

Award of interim 18 month contract to Inclusion drug, alcohol and psychological services, part of the Midlands Partnership NHS Foundation Trust following the publication of a VEAT Notice. The Isle of Wight Council’s ("the Council") has awarded a contract to inclusion drug, alcohol and psychological services (Part of the Midlands Partnership NHS Foundation Trust) ("Inclusion"), to provide an Integrated Substance Misuse Recovery Service on the Isle of Wight. The total value of the contract is 1 800 000 GBP, equivalent to 1 200 000 GBP per annum. The Council used the negotiated procedure without prior publication of a call for competition in the Official Journal of the European Union due to circumstance of extreme urgency. The incumbent provider of the services gave Notice to the Council on 17.9.2018 that they are no longer able to deliver the requirements of the existing contract. The priority is to reduce the clinical risk to service users by ensuring a safe clinical substance misuse service is available as soon as possible on the Isle of Wight. Given this emergency situation the Council engaged with the market to identify a provider who is willing to take on this contract within the tight timescales we are facing. Inclusion were able to mobilise this contract immediately. Therefore, following a standstill period, the Council has awarded them a contract to ensure a clinically safe service is in place as soon as is safely and practically possible. The contract shall be in place for 18 months to provide some stability of service and to minimise disruption to staff of an already challenged service. The Council will mobilise a procurement process in the coming months for the longer term contract, to commence in 18 months.
