Tender description

The Police ICT Company undertook a compliant EU tender exercise to establish a national Framework Agreement for the purchase of Covert management system and Associated support and maintenance for a period of 4 years. This VEAT clarifies the intended policing organisations able to access the Framework and also confirms entitlement for the incumbent Framework providers to provide expanded features and products | services specifically associated with the provision of covert management systems (available in either on premise or off-premise (cloud) deployment versions). This VEAT notice is intended to provide clarification for the Contract Notice (TED Reference: 2016/S 249-457391) Framework for Covert management systems. The intention when the contract notice was published was for the framework to be used by United Kingdom police and law enforcement contracting bodies other than The Police ICT Company and EMSCU — although the contract notice did refer to the framework being an invitation to tender for a “national” police service, it was not as clear as the information in the other procurement documentation (available at the same time as notice was published) that the other contracting bodies identified (i.e. Special Police Forces, Crown dependencies and British Overseas Territories). There are a number of agencies in this VEAT notice that could use the framework directly (rather than The Police ICT Company operating the framework and the services called-off under it on their behalf). They are listed as follows: — Royal Navy Police, — Royal Military Police, — Royal Air Force Police, — Northern Ireland Security Guard Service, — Sovereign Base Areas Police, — Gibraltar Defence Police, — Isle of Man Constabulary, — States of Jersey Police, — States of Jersey Customs and Immigration Service, — States of Guernsey Police, — Guernsey Border Agency, — Ports Police, — Parks Police, — Royal Gibraltar Police, — Bermuda Police Service, — British Indian Ocean Territory Police, — Pitcairn Islands Police, — Royal Cayman Islands Police, — Royal Falklands Islands Police, — Royal Monserrat Police Force, — Royal Virgin Islands Police, — Saint Helena Police Force. In respect to the above new organisations: — it is the Contracting Authority's contention that all United Kingdom law enforcement agencies are able to use the framework direct award or run their own mini-competition pursuant to the condition of the framework, — the purpose of this VEAT is to confirm, if there was any doubt, that the procurement will result in a framework agreement which can be used by https://www.police.uk/forces/ and the police forces listed above, — that, notwithstanding the potential lack of clarity, the Contracting Authority will enter into the Framework Agreement on the basis that it would have been sufficiently clear to any supplier that may have wished to express an interest, which contracting bodies would be able to use the framework. Its purpose is to confirm to all vendors, in broad terms, the changes of scope, both in terms of increased product/services and in terms of organisations covered. Vendors under the Framework may supply additional products | services (reflecting a general development of their standard core offering to fulfil covert capability) as permitted under the following expanded portfolio: — Federated Search, — SQL Server Migration, — Integration with Force Intelligence System, — Training Courses, — Disclosure Management, — Vetting, — Integrated Investigation and Case Management, — Telephony Data Asset Management, — Community Intelligence Management, — Intelligence Management, — Witness Debriefing Management.
