Cost evaluation and estimating support services associated with K7 Capital Delivery engineering schemes. Main duties: Determination of the target costs at project/package/programme level in accordance with the CEDAR (Cost Establishment and Data Acquisition Review) process. Work in close liaison with the SWW Commercial Team. Robust challenge of the following to be carried out against the agreed scope of works, contract cost allocation, contract data, works and site information: — rates, cost models and other charges, — quantities, — outputs/utilisation of plant and other resources, — all assumptions, — temporary works and method statements, — subcontract quotes and how they were obtained, — ensure selection of subcontractors is in compliance with TS-411 (SWW Technical and Sourcing Strategy), — all risks, probabilities and assumptions, including running Monte Carlo type analysis or the @Risk modelling tool on the risk register, — general items including site accommodation and staffing, — commensurate efficiencies for work packages, — durations and programming, — cost reconciliations, — design costs (design consultant), — SWW internal costs, — benchmark against internal database. Compile output specification in conjunction with concept team. Produce ATC report and recommendation (optional). Prepare budget application forms in accordance with the company IPAC (investment planning and control) forms (optional). Financial advice on early warnings and agreement/negotiation of compensation events (time charge) (optional). Management of change control register (EWN/CE) (optional). Financial management of risk expenditure (optional). Auditing and quality checking DCF (Data Capture Form) data capture by the Tier 1 and Tier 2 contractors (both base budget and final account) to ensure analysis standards are maintained. Undertake Base Budget and Final Account DCF data capture on all projects undertaken by the Tier 2 contractors. Take over audit: — prepare draft final account, — preliminary assessment of pain/gain, — produce take over report, Final account: — agree final account with Contractor, — final calculation of pain/gain, — complete final account documentation and report. Hybrid account (combined take over and final account): — agree final account with Contractor, — final calculation of pain/gain, — complete final account documentation and report.
