Tender description

TII requires the services of Consulting Engineers to update and maintain the TII standards and technical documents for the design of roads and bridges, and its light rail guidelines, providing a set of comprehensive design standards, guidelines and specifications. The various work packages will be awarded over 5 lots. It is anticipated that each lot will have a duration of 4 years, with option to extend for a further 2 years. The work packages are grouped together in 5 lots. Lot 1 provides for the general management of the commission and the coordination of all the work packages commissioned under Lots 1, 2, 3, 4 and 5. The services to be provided under lot 1 require the nomination of a commission coordinator to be colocated at the TII offices in Parkgate Street on a full-time basis for the duration of the commission. Lot 1 includes assisting TII with the identification and prioritisation of new, and revisions to existing, standards and technical documents to be made available in the TII Publications systems. Lot 1 consists of 4 work packages. Lot 2 provides for the development of TII standards and technical documents relating to the structural and geotechnical assets that form part of the national roads network. The services to be provided under lot 2 require the nomination of a project manager whose role is to coordinate the activities of the work packages and liaise with TII staff and the commission coordinator. Lot 2 includes three work packages. Lot 3 provides for the development of TII standards and technical documents relating to the geometric design of urban and rural roads, road safety and road drainage in relation to national roads. The services to be provided under lot 3 require the nomination of project manager whose role is to coordinate the activities within the lot 3 work packages and liaise with TII staff and the commission coordinator. Lot 3 includes 6 work packages. Lot 4 provides for the development of TII standards and technical documents relating to the design, maintenance and management of pavements on national roads. The services to be provided under lot 4 require the nomination of project manager whose role is to coordinate the activities within the lot 4 work packages and liaise with TII staff and the commission coordinator. Lot 4 includes the following 3 work packages: — WP 4.1: management, — WP 4.2: pavement design and materials, — WP 4.3: pavement asset management. Lot 5 provides for the development of TII standards and technical documents relating to traffic control and communication systems on national roads. The services to be provided under lot 5 require the nomination of project manager whose role is to coordinate the activities within the lot 5 work packages and liaise with TII staff and the commission coordinator. Lot 5 includes the following 4 work packages: — WP 5.1: Lot 5 management, — WP 5.2: traffic signs and lines, — WP 5.3: route lighting, — WP 5.4: traffic control.
