Tender description
The contracting authority has been advised that its application to secure funding from the Government’s Life Chances Fund has been agreed in principle. The 80 000 000 GBP. Life Chances Fund was launched in July 2016 with the objective of tackling entrenched social issues and helping those who face the most significant barriers to leading happy and productive lives. The fund is structured as a Social Impact Bond ("SIB") and channels external investment into interventions to tackle social issues. Investors are then repaid by local authorities on the basis of specified social outcomes being achieved. As such, the Contracting Authority is using this PIN as a call for competition to seek expressions of interest from economic operators, with the relevant experience and ability, to work with us, at risk, to co-design, develop and deliver the Kirklees Intervention and Support Service ("KISS") (the "Service"), which will be developed through a SIB via collaboration with an investment partner. It is expected that the investment partner will work with the contracting authority, at risk, to co-design and develop the intervention and support service, to improve outcomes and life chances for vulnerable people which will then reduce the likelihood of their future need to access costly crisis interventions. Due to the anticipated value of the service, the contract will be awarded by a process akin to the competitive procedure with negotiation without further publication of a call for competition. Expressions of interest will be advertised and managed through the regional procurement portal, which is available at the address set out in Section I.1 of this Notice (www.yortender.co.uk). Interested economic operators for the service must express their interest in this opportunity via YORtender, by downloading the documentation and submitting their Expression of Interest, using the Selection Questionnaire ("SQ") document, by the deadline detailed at Section IV.2.2) of this Notice. For further details, please refer to the following documents which are all available at the address set out in Section I.1) of this Notice: — the expression of interest letter, — the outline conditions of contract, — the outline service specification and appendices, and — the SQ. The total estimated outcome payments of the contract are up to a maximum of 22 000 000 GBP over the life of the contract. This project is being co-funded by the Life Chances Fund and amounts include their top up contribution. There will be a requirement that the terms and conditions of the Life Chances Fund award are met. Payment for outcomes will be paid using rate cards, and an indicative rate card has been included in the tender documentation. The duration of the contract will be up to 60 months with all outcome payments being drawn down by 30.9.2024. The contract is expected to commence in April 2019 and expire on 31.3.2024. The exact dates will be determined in line with the Life Chances Fund award and will be finalised in the later stages of this procurement exercise. The strategic and operational drivers for developing the service include: — improving preventative services and outcomes for some of our most vulnerable and chaotic residents, to move towards more hopeful, healthy, socially connected and economically active lives, — reducing the use of costly crisis intervention services across the public sector (in housing, social care, criminal justice, welfare and health), releasing resources to deliver cost effective preventative services, — to drive innovation and test new ways of commissioning services by collaborating with investment and third sector partners – benefitting from our collective expertise, challenge and shared resources – to investigate and evidence using a SIB approach, and — To provide a more holistic, inclusive service that removes inefficiencies, duplications, artificial competition and gaps in addressing need in the legacy housing support that KISS will replace is described below. The Service is likely to be subject to the implications of the Acquired Rights Directive EU2001/23/EC and the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (as amended) (“TUPE”). However it is a matter for the economic operators to determine for themselves whether or not TUPE applies, and it is strongly recommended by the Contracting Authority that economic operators seek their own independent professional advice (including any legal, financial or actuarial advice) in this respect in order to fully understand the potential consequences of TUPE before compiling and submitting their expression of interest.
