Tender description

Portsmouth City Council, "the Authority", is inviting tenders from suitably qualified dredging contractors to deliver maintenance dredging to Portsmouth International Port — Berth 2. The scope of work includes: — capital dredging equating to approximately 4 000 to 5 000 m3, — dispose of the dredged material, — remove two existing scour mattresses, — replace one scour mattress, — act in accordance with Marine Management Organisation (MMO) licence conditions. The estimated value of the contract is approximately 500 000 GBP. The envisaged window for works mobilisation is from 27.11.2018 with completion of works by 26.4.2019. However, the Authority will review alternative programs from Tenderers MMO licence deadline of 31.8.2019. For full project specific requirements, including how to apply refer to the Invitation to Tender (ITT) which can be obtained from the Council's InTend e-sourcing solution. The relevant document must be completed and returned by 7.11.2018 14:00. The Portsmouth International Port (PIP) is located within Portsmouth Harbour, to the North East of the Portsmouth Naval Base. PIP is a busy commercial port, with multiple ferry and cargo vessels movements every day and it operates a range of Ferry, Cruise and Cargo berths. PIP requires periodic maintenance dredge to its berths and approaches to remove localised build-ups of harbour silt. This contract will require the removal of approximately 4 000 to 5 000 cubic metres of silt to various depths up to 8,7 m below Chart Datum. The estimated value of the contract is approximately 500 000 GBP. The envisaged window for works mobilisation is from 27.11.2018 with completion of works by 26.4.2019. However, the Authority will review alternative programs from Tenderers MMO licence deadline of 31.8.2019. However, the Authority will review variant tender submissions in relation to the outlined programme where tenderers can propose alternative programmes that allow for the works to be completed within the terms of the MMO licence and offer additional cost benefits that do not impact the commercial operations at PIP To cater for future deep draught and larger vessels operating on Berth 2 a capital dredge and disposal of seabed material to — 8,7 Below Chart Datum (BCD) will be undertaken. Within the eastern and western extremities of the dredge area, scour protection and mattresses exist (Scour Mattress East and Scour Mattress West). These are formed from concrete/grout and the existing mattresses will be broken out, disposed of to land and the East Scour Mattress replaced with at a lower level. The foot print of the new scour mattresses will mirror that of the old. The scope of work includes: — capital dredging equating to approximately 4 000 to 5 000 m3, — dispose of the dredged material, — remove two existing scour mattresses, — replace one scour mattress, — act in accordance with Marine Management Organisation (MMO) licence conditions. Due to the location of the dredging areas, which are within the navigation channel and dock, extra attention will be required by the project staff to the route planning and traffic management.
