Tender description
LGSS revenues and benefits are seeking to explore a framework for the delivery of our enforcement agent and collection services. The service will cover: — Milton Keynes Council, — Northampton Borough Council, — Horsham District Council (New Partner), — Cambridgeshire County Council, — Northamptonshire County Council, — other interested parties associated with LGSS R and B or LGSS partners. At this stage the debt types include but are not limited to: — Council Tax, — Business Rates, — Sundry Debt including Adult Social Care, — Parking (enforcement stage at MKC), — Former Tenants Arrears, — Housing Benefit Overpayments, — Commercial Rent Arrears, LGSS are at this point considering a number of options: — single provider framework, — a framework of 2 providers acting as a primary and secondary supplier, — a service concession route, activated through dialogue and service level agreements, with one or more providers. LGSS is the shared services venture set up by founding partners Cambridgeshire County Council (CCC) and Northamptonshire County Council (NCC), with Milton Keynes Council (MKC) becoming a third partner in April 2016. LGSS offers a fully integrated support service. The partnership was formed in response to the challenges faced by local authorities, namely, the public sector funding crisis, impact of the recession, rising expectations and growing demand, and seeks to reduce the cost of support services through the consolidation of resources, process redesign and exploitation of technology.
