Service Charge Management System

Tender description

The Council requires a Service Charge Management system for billing and recovery of service charges from tenants, leaseholders and sheltered accommodation customers. Currently, service charge budgets are prepared manually each year with the use of Microsoft Excel. The Council currently uses data extracted from Civica Financials and QL Housing Management systems which require considerable manual intervention and provide limited options therefore resulting in a lack of transparency and a potential loss of income. The Council envisages the new system will provide increased consistency and transparency which will allow the calculation of service charges accurately and provide efficiency savings to our customers by providing detailed service charge information that is easy to understand. WLBC will be able to recover all its costs for the provision of services, manage risks better and ensure compliance with legislative requirements and best practice. The system must bring with it the ability to achieve the benefits identified above at an acceptable cost, together with the requirements provided in detail in the tender documents. The contract duration will be 3 years with the potential for a further 2 year extension based on acceptable performance and agreement by the Council of prices and other conditions.
