Summary of the work Run and Manage CSU1 Design Authority, working with Service Design Leads, Service Business Owners, Transformation Project team, Cabinet Office and other CSU leads. Support local implementation of designs, seek continuous improvement in Design Authority process and provide ad hoc operational design advice to project team and service leads Expected Contract Length 6 months Latest start date Monday 1 October 2018 Budget Range £185,000 Why the Work is Being Done HMRC has been tasked by Cabinet Office to develop one of four 'Cluster Security Units (CSUs)' delivering Security Services across Government. Problem to Be Solved We require expertise to manage the Design Authority through which all Security Service Designs, Organisational Designs and Project Designs will pass to ensure consistency of approach across the HMRC led Clsuter Security Unit. Specifically, the resource will: • Run and Manage CSU1 Design Authority • Manage CSU1 Designs • Maintain CSU1 Designs • Integrate CSU1 Designs with Central Designs • Support Local Implementation of Designs into CSU1 • Seek continuous improvement opportunities for the Design Authority set up both within HMRC and integration with othe Cluster Security Units • Provide advice to the CSU1 Project Team in operational design aspects Who Are the Users 1) As a Service Design Lead I need to know that there is a consistency of approach across CSU1 and other Cluster Security Units 2) As a Business Lead I need to understand what services I will be reponsible for delivering and how they fit within the CSU1 and wider Government wide CSU structures Early Market Engagement n/a Work Already Done Initial work has been undertaken to stand up the CSU1 Design Authority Existing Team This request is to take over from work currently being led by third party providers Current Phase Not applicable Skills & Experience • Evidenced experience of delivering organisational design projects in government in the last 3 years • Evidenced experience is setting up and managing a design authority in the last 3 years • Evidenced experience of working on government change programmes within the last 3 years • Show experience of working in a challenging and complex public sector environment with regularly changing priorities Nice to Haves Evidence of technical/cyber experience Work Location London Working Arrangments We would expect the individuals to be working on site alongside the project transformation team Security Clearance SC clearance Additional T&Cs All processes, tools, templates, IPR or other documentation produced under the contract to be made available under the Open Government Licence; All documentation to be stored within the central Programme file structure and available to internal staff at all times; Any passwords to be provided to relevant personnel, on production of documents, without request The requirement will be out of scope of IR35 legislation, as it will be delivered on a service basis with clear outcomes to be met by the supplier No. of Suppliers to Evaluate 3 Proposal Criteria • Team structure • Value for money Cultural Fit Criteria • Have excellent communication skills with staff at senior levels of the organisation and ability to work with senior levels across other Government Departments and Cabinet Office • Will take responsibility for their work • Be willing to collaborate and partner, including with other suppliers • Proactively share knowledge and experiences with members of team • Be innovative and promote ideas and suggestions as applicable • Attempt to achieve value for money in all activities • Act in line with HMRC values and behaviours • Timely attendance of key staff at programme meetings • An existing, results proven team Payment Approach Fixed price Evaluation Weighting Technical competence 50% Cultural fit 10% Price 40% Questions from Suppliers 1. Do you mind letting us know why the incumbent is handing over this piece of work? Thanks The contract will expire 2. Do you have a list of resources you require for this and how many do you foresee this would/ should be? As this will be a service contract based on deliverables, we will not be requesting specific resource. However, we appreciate a broad idea would make it easier to accurately price, and can confirm that we would expect no more than two bodies to be required. This would be at the supplier's discretion though. 3. The answer to the clarification question about the incumbent is that the contract was about to expire. The question mentioned that they are "handing over" the contract, can you confirm whether this implies that the incumbent is handing over the project with no intention of bidding? HMRC is unaware of who is bidding, and will not be aware until the requirement closes and all bids have been received. There is nothing to be implied from the requirment in terms of who may or may not be bidding. 4. The Security Clusters are a pilot project. Does your answer to the question about incumbents relate to a preceding piece of security work and how does it relate to the previous piece of work tendered in DOS Opportunity 6995? It is not a pilot project. The concept of security clustering has been approved and HMRC is in delivery mode. The previous DOS opportunity was to secure project resource to helps HMRC transition security service designs into operational services.The resources recruited through this opportunity will manage the Design Authority through which all service and organisational designs will pass for discussion/ feedback/ approval before going to the project team to manage the transition into an operational service.
