Tender description

A new Regional Adoption Agency (RAA) is to be established covering the Lancashire County Council (LCC) and Blackpool Borough Council areas, with LCC as the host organisation who shall contract on behalf of itself and Blackpool Borough Council (the authorities). It sets out that a system is needed where there are fewer organisations recruiting and assessing adopters – with most of them operating at a much greater scale. There is a drive for all local authorities to be part of a RAA, in order to accelerate the pace of change to ensure those children, for whom adoption is the right path, are given the best chance of finding a loving, forever family as quickly as possible. A new RAA is to be established covering the Lancashire County Council (LCC) and Blackpool Borough Council areas, with LCC as the host organisation who shall contract on behalf of itself and Blackpool Borough Council (the authorities). The authority is in the process of applying for/securing funding from the department for education from April/May 2018 for a period of twelve (12) to fifteen (15) months to enable the design and full implementation of the new RAA. The anticipated value of the services will be in the range of 192 000 GBP (maximum for 12 month project term) to 240 000 GBP (maximum for 15 month term). A ceiling budget of 192 000 GBP for a 12 month project period and 240 000 GBP for a 15 month project period (total of 48 000 GBP to cover a potential 3 month extension) has been identified. Tenderers are also informed that the authority is currently in the process of applying for DfE funding in relation to delivery of this contract. Award of this contract is dependent upon the application for DfE funding being successful, in the event that the application is unsuccessful, the authority will not be in a position to proceed with contract award.
