Tender description
The Science Hub Programme is seeking to appoint a service provider to assess the talent/skill supply and reward package costs for PHEs workforce, at existing sites, nationally and in the London-Stansted-Cambridge Corridor/Innovation Corridor for UK life science. The purpose/aims of the research will be to: Enable PHE to understand and provide evidence of salary and reward packages in given geographical locations for key and critical PHE roles at different grades (levels of skill/qualification/experience) for comparable public and private sector organisations. Highlight areas where there may be a significant discrepancy between PHE’s standard rates of pay and those of comparable organisations and therefore significant recruitment/retention risk, to enable PHE to formulate and cost recommendations for mitigation. Highlight talent/skills shortages and surpluses in the given areas, particularly for key/critical PHE roles. The research will be used to; Support identification/validation of workforce risks and opportunities caused by pay/compensation and or skill/talent shortages/surplus as a result of moving to Harlow. Help determine the probability of the risk or opportunity occurring. Inform the workforce planning and workforce modelling processes by providing data on external ‘supply’. Support the development of mitigating measures to increase retention and aid recruitment (pre, during and post move). Test current measures, including associated cost assumptions. Inform the wider PHE pay strategy. Although the purpose of the report will not be to generate mitigation actions against recruitment and retention risks, a list of possible mitigating actions should such risks be identified by the report is given below for information: Use of market pay supplements (short or long term) – for key or critical positions only Succession planning and use of internal training and development schemes to avoid the need for external recruitment Enhanced relocatio
