Tender description

The Council wish to find out the level of interest from the market for an ECH development at New Fosseway, Hengrove, Bristol (see site plan attachment to ITT), by conducting a soft market testing exercise. Interested parties should complete feedback questions uploaded to ProContract by 12 noon GMT on 15.10.2018. The Council is looking seeking to develop circa. 200 extra care homes for market housing (rent, shared equity, sales) and 30 % affordable housing comprising of: 77 % social rent and 23 % shared ownership, as per the Council’s planning policy BCS17. The 200 extra care housing units will be tendered for a design, build and operate basis. The Council is seeking to develop circa. 200 extra care homes, for market housing (market rent, shared equity, for sale) and 30 % affordable housing comprising of: 77 % social rent and 23 % shared ownership, as per the Council’s planning policy BCS17. — The 200 extra care units will be tendered for a design, build and operate basis. — It anticipated that a development of this size will attract a consortium approach to deliver the design, build and operator elements, but this could also be the same provider. — The proposed site at New Fosseway will be disposed of for market value on a long leasehold arrangement that will be between 125-999 yrs. — It is expected that the development of these extra care units will be fully compliant with policies within the Bristol Core Strategy and will therefore be seeking to secure a minimum of 30 % of the units within the planning application. — The shared-ownership units secured through the s106 will be expected to follow the principles of Homes England’s — Older People’s Shared Ownership (OPSO) scheme with a 1,5 % rental on retained equity. — It is expected that services charges will be within a similar range of existing extra care schemes city wide and that the service charges are fully eligible for housing benefit payments; if the individual is entitled or becomes entitled for these to be paid by housing benefit. — It is expected that all units are; adhere design to Housing our Ageing Population: Design Principles, Design Principles for Extra Care (CSIP) in addition to planning policies within Bristol Core Strategy, Strategy, indistinguishable in design and residents living with affordable running cost, and adhere design to Housing our Ageing Population: Design Principles, Design Principles for Extra Care (CSIP) in addition to planning policies within Bristol Core Strategy. — The extra care housing scheme should be outward-facing providing; wellbeing and community services that can positively contribute to the schemes sustainability and community. — The Council would expect that the development during its operation would encourage; employment, training, work placement, apprenticeship opportunities, also access or facilitating wider intergenerational interaction.
