Tender description

Section 60 of the Countryside and Rights of Way Act creates the need for every local highway authority to produce a rights of way improvement plan. The importance of rights of way, the countryside, coast, and urban green space is recognised in many national and local strategies and is also afforded strong protection in law. High quality, legally protected and well-promoted access for recreation, walking, cycling and horse riding is also essential in meeting many public policy objectives. Good management of rights of way and other public access supports tackling health inequality and disadvantage in communities, providing low cost sustainable transport and generally improving the quality of life of residents.
