Tender description
The Council is an important provider of services and infrastructure to support development for which contributions are sought from developers towards the provision of those services, secured through legal agreements known as S106 Agreements. Judicious administration and monitoring of S106 Agreements and other planning obligations is necessary to ensure that monies due are recovered, spent in accordance with the S106 Agreement and reported in line with Government guidance. The County Planning Authority needs to operate within the legislative requirements set out within the Town and Country Planning Act 1990, as amended, the Town and Country Planning (Development Management Procedure) (England) Order 2015, the Town and Country Planning (Environmental Impact Assessment) Regulations 2017 and the Community Infrastructure Levy Regulations 2010, as amended. The new System would need to ensure that System Users would be able to adhere to the requirements of those regulations or any subsequent amendments to them. The new System will replace two existing systems; an internally hosted planning application system provided by PACS and the Councils in house PDMS workflow system. In addition the Council is also looking for a System to allow the monitoring of Section 106 Agreements to replace the current manual process. The system is used by up to 50 concurrent Users with varying levels of permissions. There will also be a requirement for members of the public to search, view and make representations on planning applications. The Council works in partnership with other Local Planning Authorities, and may wish to integrate with their systems to monitor information such as housing, employment and planning information.
