NLC has been working to re-commission their domiciliary care arrangements for adults and children with the inclusion of a children’s individualised short break service. This critical service has required extensive consultation with our service users and the sector to ensure the final model provides an efficient and effective model that achieves the outcomes required for individuals using the service. NLC is engaging with the market to seek its views on the draft specification and proposed model of delivery. Our initial approach to this market engagement is via a request for information where there are a series of questions we would like answering in the Preliminary Market Consultation (PMC) document which is available from www.yortender.co.uk. There may be subsequent market engagement once responses to the PMC have been considered which could include market events on 26 and 28 February ‘18. NLC reserves the right not to engage further following the closure of the initial PMC. Lot 1 - The provision of non-specialist care. It is proposed that this lot will be split into 7 geographical areas within the North Lincolnshire boundary. It is intended that there will be one provider for each of these 7 areas, a provider will only be awarded one geographic area from this lot. The service will be predominantly delivered to the service users home environment but service delivery may also be required in other locations across North Lincolnshire to support the service user to integrate into their community or work environments. The provision of care will be between 7:00 a.m. and 11:00 p.m. 7 days per week, unless a night service is agreed by all parties on an individual service user basis. The provider will ensure that the staffing resources are available to meet the requirements of the geographic area and include plans to engage and recruit from the local population. Lot 2 - The provision of care through service user choice. Where a service user decides that they do not wish to receive care from the allocated geographical provider (Lot 1) they will have the option to select a provider from the service user choice category. All tenderers that are successful at meeting the quality criteria threshold will then be added to this list in order of score, up to a maximum of 25 providers. This lot will also be exercised upon completion of the domiciliary care tender, existing service users may use this option to choose to continue with their current provider at a point of review. Lot 3 - The provision of care at Ashby Meadows Extra Care Scheme. Ashby Meadows, Scunthorpe, DN16 2US, is an Extra Care scheme consisting of 51 apartments for the over 55s. The scheme has a range of on-site facilities and an on-site manager. The service will deliver an estimated 625 hours per week of daytime care to approximately 46 people whilst ensuring at least two care workers are available on site at all times. During the day, time, hours an increased staffing level may be required to meet all the needs of the residents. Lot 4 - Complex neurological conditions. Service users who require specialist care and support due to their severe or complex needs in relation to their complex physical / neurological conditions. The nature of complexity will potentially mean that a service users condition can vary rapidly with changing the level of the physical intervention, and also potential changes in the service users cognitive condition and subsequent dependency management. Lot 5 - Complex learning disability and/or autistic spectrum disorder. Service users who require specialist care and support due to their severe or complex needs in relation to their learning disability and/or autistic spectrum disorder. The nature of complexity will potentially mean service users can be routinely unstable and present behaviours that challenge themselves, other citizens and the care provider. Lot 6 - People with mental health conditions. Service users who require specialist care and support due to their severe or complex needs in relation to their Mental Health. The nature of complexity will potentially mean service users can be routinely mentally unstable and present behaviours that challenge themselves, and other citizens, including care provider. Lot 7 - Children’s domiciliary care and short break services. To be awarded this Lot the provider must be able to deliver both domiciliary care and short breaks and agree to support and maintain care services through the child’s transition from children’s services to adult services. The short break service will provide parents/carers of disabled children and young people a break from their caring role this can take a variety of forms, including the provision of day, evening, overnight and weekend activities. Children, young people and families will have access to a quality provision that meets their individual needs. Short breaks provide an opportunity for a disabled child or young person to take part in fun activities. Activities should be delivered within the locality of the child/young person’s normal area of residence wherever possible. It is important that the provider encourages meaningful activities of the Child or young person’s choice to encourage some independence. The domiciliary care service will provide domiciliary support for children and families within their home environment and maximise their independence. The provider will be selected from the providers within this category based on their suitability to meet the needs of the child. Where there are two or more providers with the required skills, the geographic location of existing services will also be taken into consideration.
