Tender description

DFID is providing £ 25 000 000 to support and increase economic development, prosperity and resilience in Kyrgyzstan and Tajikistan. Of the £ 25 000 000 funding envelope, £ 23 700 000 will be provided over 2 strands to this requirement, which DFID will use lots to fulfil. Lot 1.Policy Innovation Facility (PIF) will aim to turn high-level political support for growth and prosperity initiatives into policies, strategies and plans which will strengthen economic development, governance and resilience in Kyrgyzstan and Tajikistan. The overall budget for this lot is £ 5 700 000. Lot 2 Enterprise and Innovation Programme (EIP) will support the national private sector to respond to changes in policy through the establishment of innovation centres / business incubators which will provide business advice to SMEs with the potential and ambition for growth, which will contribute to economic development and prosperity in Kyrgyzstan and Tajikistan. The overall budget for this lot is £ 23 000 000. The Policy and Innovation Facility (PIF) aims to turn high-level political support for growth and prosperity initiatives into policies, strategies and plans which will strengthen economic development, governance and resilience in Kyrgyzstan, Tajikistan and Central Asia. The programme will fund short term technical expert assignments of up to 12 months duration and a maximum of £ 500 000 per supported initiative. Technical assistance will include expert advice, training, coaching, mentoring and production of new tools and guidance. Initiatives are defined as coherent, evidence based ideas on how to deliver the National Development Strategies of Kyrgyzstan and Tajikistan or similar plans elsewhere in the region. The SP will work with executive offices, ministries, state agencies and local government to help unlock better use of public, private and development partner finance for downstream implementation. It will not fund long-term assistance or investments to support the implementation of initiatives. The Enterprise and Innovation Programme (EIP) will support the establishment of innovation centres to incubate new businesses (incubators) and provide business advice to small and medium sized enterprises (SMEs) with the potential and ambition for growth, which will in turn contribute to economic development and prosperity in Kyrgyzstan and Tajikistan. The programme will help to broaden and diversify the economic base by encouraging start-ups and SMEs, thereby stimulating innovation and growth. It will complement other ongoing DFID programmes, notably those targeted at policy formulation and governance for economic development. It will also be complementary to other donors’ priorities and programmes which are more focused on improving the business environment, reform of the financial sector, infrastructure investment and tackling corruption.
