Tender description

Why the Work is Being Done Sourcing is a function of Crown Commercial Service (CCS) procurement function and is intending to replace existing software. While ensuring CCS compliance with GDS code of practice principles and PCRs 2015 We require a team of one Product Manager and one User Researcher to give insights into: User needs Platform design and interfaces Development of a Process maps Data migration Data management standards Business case/commercial model Technical specification Problem to Be Solved Undertake a discovery exercise to confirm user needs, design user journeys, platform interfaces, mapping processes, defining business benefits, outlining data migration approaches, developing commercial models, defining routes to market and support the construction of the Business Case. The intention is to procure a scalable integrated sourcing service, SAAS COTS (commercial off the shelf solution) that will improve business efficiency, which also meets the CCS Road Map. The current systems are not fit for purpose, being: Difficult to use - with manual workarounds Does not support Dynamic Purchasing functionality, Not interoperable with other systems On a platform going out of support Who Are the Users Public sector employees both within CCS and in the wider public sector who need to procure products and services including Managing of Sourcing events, especially those over the OJEU threshold Call off activity including spot buying and aggregation events E-Auction capability for Sourcing events and call off activity Develop DPS solutions. Suppliers Customers Early Market Engagement There has been Market Analysis done in the last 12 months. Work Already Done There has been a significant amount of Discovery work carried out in the last two years, however this is fast moving and dynamic environment so this work will need to be reviewed and refreshed. Existing Team Delivery Manager, Technical architect, Subject Matter experts, current systems IT support, BA Current Phase Discovery Work Location We would expect the team to be co-located in the CCS Liverpool office. Travel to Norwich Newport and London will be required. Working Arrangments Onsite work for a minimum of three days a week. Travel to other offices will be required. Security Clearance CTC minimum, SC desirable. Additional T&Cs Skills & Experience Two years experience running discovery workshops (3%) Two years experience turning User research data into clear findings and into requirements (3 %) Two years experience developing process maps (3%) Two years experience writing technical specifications (3%) Two years experience prototyping and testing complex ideas with users and stakeholders (3%) Two years experience using discovery as a tool to assist in Developing and informing business cases and supporting commercial models and resulting ITT documentation (3%) Two years experience working on agile projects as part of a multidisciplinary team, as outlined in the Government Service Design Manual and Digital Service Standard.(3%) Two years experience using discovery phase and findings for defining and structuring a Minimum Viable Product (MVP) (3%) Two years experience expertise in sharing the findings of discovery which will inform service design and accessibility (3%) Two years experience expertise in the discovery phase for the development of developing scalable services using public cloud technologies, service-oriented architecture, micro services, security and integration.(3%) Nice to Haves Platform design and scoping data migration. (2%) Designing processes easy to understand.(2%) An understanding of sourcing events over the OJEU threshold (2%) An understanding of E-Auction capability for Sourcing events and call off activity (1%) An understanding DPS (dynamic purchasing system) (1%) Experience of providing coaching in agile methodologies (1%) Delivering a discovery phase which takes into account the varying needs of different user groups, including those with low IT literacy or accessibility needs (1%) No. of Suppliers to Evaluate 5 Proposal Criteria Defining user stories requirements (3%) Process maps, use cases, user stories, user journeys etc. (3%) Business Cases and ITT documents (3%) Project aims to transition to alpha activities (prototypes may include components that are simply wirefrace, include bespoke code, or are implemented in commercial product assemblies or any combination (3%) Covering product, user experience, Service design, ongoing prototyping and design, the team will adapt over time according to changing priorities. (3%) Cultural Fit Criteria Experience of successful collaborative working as part of a mixed supplier-client delivery team sharing knowledge within the team.
