Why the Work is Being Done The Army is developing the delivery of Collective Training in order to ensure that it continues to meet the needs of UK defence policy. A Review of Army Collective Training has established the need for an Enterprise Architecture and an Enterprise Cost Model for CT. There is a requirement for the current cost models in this area to be assessed, for the ECM requirement to be scoped and the potential benefits to be understood. As precursor work for this, an EA High Level Design must be produced to provide a framework for system design and cost modelling. Problem to Be Solved The supplier to provide suitably qualified and experienced resource to assess and understand the current state of CT cost modelling, including that produced during CT Review. Following on from this resource will be required to support the development of high level view of CT using established architectural process, to understand what interfaces and dependencies exist for the cost modelling of CT, to identify and analyse the stakeholder community, to produce a requirements document defining the requirements and acceptance criteria for a CT ECM and by identifying benefits of cost modelling in this area to support development of a business case. Who Are the Users The Army Training Organisation is a combined team of Civil Servants, (Regular) Military personnel and contractors. They will need to be able to access the Enterprise Cost Model through DII or MODNet to input data relating to collective training delivery options and generate both full life costs and scenario specific costs. Delivery of the work will be monitored and controlled by the organisation with the requirement for regular communication with the project management of the supplier team throughout delivery to assure the final output.
