Summary of the work Provide MOD with a study that allows it to tender for an enhanced Big Data Defensive Cyber Operations capability at Above Secret (AS) Expected Contract Length Until 31st March 2018 Latest start date Thursday 22 February 2018 Budget Range Approval has been obtained for up to £220k Why the Work is Being Done The UK MOD has a requirement to understand the feasibility of enhancing its current Big Data Defensive Cyber Operations capability within the AS domain so that it would be in a position to contract for this solution. The study should include an Information Handling Model and have a sufficient level of detail to serve as a basis for ITT, encompassing Lessons Identified from the ongoing development of the current Big Data Defensive Cyber Operations capability. This work must be completed by 31st March 18 Problem to Be Solved MOD requires an enhanced Big Data Defensive Cyber Operations capability at Above Secret (AS) Who Are the Users The MOD needs to understand how it can enhance its Big Data Defensive Cyber Operations capability in sufficient detail that it can raise an ITT against which this capability can be delivered Early Market Engagement None Work Already Done A Phase 1 study has been completed and this work will provide the necessary detail to raise an ITT Existing Team The current team is a mixture of military, Civil Servants and external contractors Current Phase Discovery Skills & Experience • Have a proven track record of conducting complex architectural investigations (25%) • Have a proven track record of producing technical proposal documentation to support Invitation to Tender (ITT) (25%) • Experience of developing Use Cases and Information Handling Models (15% ) • Have know-how of how to identify and raise project dependencies, whilst working in a wider team with multiple projects in-flight (10%) Nice to Haves • Previous experience of working on cyber defence projects (5%) • Familiarity of MOD Above Secret Systems (10%) • Have ability to evaluate information and present in such a way that is easily understood by the target audience, including through written and oral communication (5%) • Have ability to own issues and drive them to resolution. Provide direction to inform sound decisions based on business priority and technical feasibility (5%) Work Location Work will primarily take place at ISS, MOD CORSHAM, Westwells Road, Corsham, Wiltshire, SN13 9GB Additional engagement will be required at the following locations: MOD Main Building, Horse Guards Avenue, London, SW1A 2HB RAF Wyton Huntingdon Cambridgeshire PE28 2EA Working Arrangments On average, it is anticipated that three days a week will be spent working at MOD Corsham. The other two days will be spent at other MOD sites, including but not limited to those mentioned above, engaging with stakeholders. No expenses will be paid. Any anticipated expenses should be included in the bid proposal. Security Clearance All proposed members of the team must have DV clearance in place before work on this task can begin. This DV clearance must remain active for the duration of the contract.
