Tender description

Provision of a residential detoxification service within Oxfordshire. The aim of the Service is to assist Service Users in achieving abstinence from drug and/or alcohol dependence by providing assisted withdrawal and structured intensive psychosocial interventions. Service Overview: The aim of the Service is to assist Service Users to achieve abstinence from drug and/or alcohol dependence by providing assisted withdrawal and structured intensive psychosocial interventions in a residential setting in Oxfordshire. The Service shall be a medically-monitored treatment service without 24-hour nursing cover[1]. The Service shall be a Tier 4 residential detoxification service providing a treatment programme that combines an extended medically assisted withdrawal/detoxification, to be undertaken alongside evidenced based psychosocial individual and group interventions. The programme duration will be up to a maximum of 14 weeks to enable Service Users to achieve abstinence and complete treatment, and then ensure safe transition to ongoing support and/or further treatment in the community. The duration of assisted withdrawal will be tailored to individual need. Additionally, there will be flexibility for shorter stay assisted withdrawal of 4 to 8 weeks, for those who are assessed as suitable. The Service Provider shall ensure that illicit drugs and/or alcohol are not used by Service Users on or off the premises, and will have a robust written policy and procedures for preventing and managing such situations including random drug testing and breathalysing. The Service Provider shall also have a Naloxone policy and ensure that Naloxone is available for use if required. The Service shall: — provide medically assisted withdrawal from illicit and licit drug and/or alcohol dependence in a residential setting, — enable drug and/or alcohol users to address their psychological dependence in a residential setting, — enable individuals to become free from drug and/or alcohol dependence, — offer a flexible length of stay (up to a maximum of 14 weeks) according to individual need, — provide a flexible modular programme of psychosocial interventions, — provide one to one intensive support to meet individual need, — provide effective departure planning and management of transition back into the community in relation to on-going psychosocial treatment, housing, education, training and employment, — ensure robust joint working with the adult integrated drug and alcohol treatment service to ensure Services Users are fully supported prior to and through the referral process, entry to the Service, through their treatment and on returning to the community or moving on to further treatment, — work with community providers to ensure Service Users have a package of ongoing recovery support in place prior to exit from the Service, — ensure Staff are appropriately qualified to deliver the service and fully supported, — ensure that Service Users can build upon their recovery capital, — contribute to improvements in health including psychological, social and physical functioning within the context of a care plan, — reduce the transmission and spread of blood borne viruses associated with drug and alcohol use, — reduce substance misuse related crime, anti-social behaviour and re-offending, — increase the ability to access and sustain suitable accommodation, — ensure access to mutual aid. Service Delivery: Days/hours of operation: Core Staff shall provide cover on the Service’s premises between 8:00 am — 10:00 pm seven days a week. Sleeping staff cover shall be provided outside these hours to ensure that the Service has 24/7 Staff cover. Occasional waking cover may be required dependent on clinical advice. Premises: The Service Provider shall be responsible for providing suitable premises in Oxfordshire with appropriate planning consent, which premises must meet the Council’s requirements, as a minimum, as set out below. All costs associated with the premises shall be met by the Service Provider including, but not limited to, rental, buildings management and maintenance and utilities. Budget: Annual cost to the Council not to exceed GBP 485 000 per annum (3 years plus option to extend for 24 months).
