Tender description

Leeds City Council is seeking to procure a contractor hosted integrated electronic rostering and monitoring solution from a single contractor with ongoing support and maintenance and implementation services for a period of 5 years with 5 further 12 month options to extend (5+1+1+1+1+1). The solution will be used within the Councils Adult and Health Directorate across a number of services who currently roster staff to provide care to service users either in their own home (Reablement), Extra Care Housing Units (Extra Care Housing), or Mental Health Transitional Housing Units (MHTHUs). It is intended that the solution may also be used within other service areas across the Council should requirements arise which can be successfully delivered by the successful contractor. The solution will enable services to efficiently match individual service user support requirements with available support worker resource and to plan and roster for the delivery of the required support, enabling services to become more effective and efficient and deliver improved outcomes to their service users. The solution will also provide the ability to monitor the support being delivered in order to enhance the support service users receive and manage the delivery of support within services more effectively going forward. The Council is currently undertaking a programme of rationalising its corporate IT systems in an attempt to reuse existing systems and applications as opposed to procuring numerous new/additional systems from multiple vendors for similar tasks. To support this programme the Council anticipates that this contract may be varied throughout its term (including any available extensions) to incorporate additional future requirements not just within the service area of Adults and Health (who has the primary requirement), but from any additional service areas needing such services as identified under the rationalising programme. The Council have chosen not to divide the contract into lots. The Council is seeking a single integrated solution and intends to appoint a single contractor capable of providing and supporting all the required functionality. It has considered separate lots for monitoring and rostering and concluded a single integrated solution will simplify. And reduce the work and cost for the on-going support and maintenance of the system.
