Tender description

The aim of the weight management programme is to increase the number of people in Tower Hamlets who are supported in losing weight, eat healthily and to support people in achieving their weight loss goals in order to reach and maintain a healthy weight. For avoidance of doubt this is not a call for competition at this stage, the purpose is to advise the market on the forthcoming procurement of London Borough of Tower Hamlets weight management provision and seek ideas from the market to form the specification. It is estimated that in 2016/17 44 % of the adult population in Tower Hamlets were overweight or obese. In 2017/18 approximately 35 000 Tower Hamlets GP patients were registered as being obese (BMI≥30) and a further 4 100 as being morbidly obese (BMI≥40). Tower Hamlets has a significant Bangladeshi population and in south Asian populations the health impacts of being overweight start at a lower measure of ≥27 BMI and so the estimate of population affected is likely to be an under estimate in Tower Hamlets. Being overweight or obese has significant negative impacts on physical and mental health especially diabetes, hypertension, some cancers, heart disease, stroke and liver disease. Tower Hamlets currently commissions a traditional adult weight management services for people with 1) BMI ≤35 (similar to a Tier 2 service) 2) BMI ≥35 with comorbidities and BMI ≥40 without co-morbidities (Tier 3 service) and 3) disabilities. This consists of 12 week structured programme followed by monthly maintenance support for 9 months. The current services commissioned by LBTH to support obese adults in Tower Hamlets come to an end in February 2019. It’s the borough’s intention to explore options as to how to best: (a) encourage self-support and self-referral to use existing assets in the community including public, commercial and community based services to be more physically active and eat healthily in order to achieve and maintain a healthy weight; (b) support effective referral, assessment, goal settings and supported referral from GPs to existing assets; (c) explore how technology can be used to support people to achieve and maintain healthy weight (this excludes pharmacotherapies). We are especially interested in how we can encourage the wide range of different communities in Tower Hamlets and people with mental illness and or physical disabilities to utilise existing assets and reduce barriers. For avoidance of doubt this is not a call for competition at this stage, the purpose is to advise the market on the forthcoming procurement of London Borough of Tower Hamlets weight management provision and seek ideas from the market to inform future specifications for community based weight management services.
