Tender description

A PIN was used as a call for competition to seek expressions of interest, by the Council of the Borough of Kirklees (the “Contracting Authority”), from economic operators with the relevant experience and ability to deliver the requirements of the Local Healthwatch service (the “Service”) (Healthwatch Kirklees). The contract has been awarded by restricted procedure without further publication of a call for competition. Expressions of interest were advertised and managed through the regional procurement portal, which was available at the address set out in Section I.1) of the PIN (www.yortender.co.uk). Interested economic operators for the Healthwatch Kirklees Contract expressed their interest in the opportunity via YORtender, by downloading the documentation and submitting their completed Selection Questionnaire (SQ) by the deadline detailed at Section IV.2.2) of the PIN. The purpose of Local Healthwatch is to empower citizens and communities by giving them a stronger voice to influence and challenge how health, social care and public health services are provided within their locality with the aim of improving the quality of services, the public’s experiences and outcomes. Healthwatch is statutorily required to be an independently constituted corporate body that is a social enterprise. It needs to be able to carry out corporate functions and employ people, and can sub-contract. Local Healthwatch will provide a consultative role to local health, social care and public health commissioners as well as being a «critical friend». Due to the size and nature of the Local Healthwatch Kirklees service, the Contracting Authority believed it was not appropriate to split this contract in to lots. Further, the Contracting Authority has considered social value throughout the development of this opportunity. In order to improve the economic, social and environmental wellbeing, the Contracting Authority would expect the chosen economic operator to be embedded within the local area to ensure the optimisation of local skills, capacity and resources. Local Healthwatch will actively contribute to driving sector-led improvement by working in partnership with local authorities, Clinical Commissioning Groups, the Strategic Transformation Partnership (“STP”), the Local Government Association (“LGA”), Healthwatch England and other key stakeholders through peer support and the development of local solutions. The contract will initially be for three (3) years commencing on 1.10.2018 and will expire on 30.9.2021. The Contracting Authority will then have the option to extend this contract by up to a maximum of two (2) further twelve (12) month periods. The total annual value of the Contract is 184 500,00 GBP.
