Tender description

The Council proposes to enter into 4 contracts for a maximum period of 5 years with the successful Tenderers (Suppliers). The anticipated contract commencement date is 1.4.2019. The Requirements have been divided into the following work packages (Lots): — Lot 1: Independent Care Act Advocacy (ICAA), — Lot 2: Independent Mental Health Advocacy (IMHA), — Lot 3: Independent Mental Capacity Advocacy (IMCA), — Lot 4: Independent Complaints Advocacy Service (ICAS). This service will assist in the delivery of, and compliance with, the following relevant legislation and guidance: — Care Act 2014, — Mental Health Act 1983, as amended by the Mental Health Act 2007, — Mental Capacity Act 2005, — Code of Practice (Mental Health Act 1983), — The Care and Support (Independent Advocacy) Regulations 2014, — Care and Support Statutory Guidance (Issued under the Care Act 2014), — Equality Act 2010, — Leicestershire County Council, Adult Social Care Strategy 2015-2019, — Rutland County Council, Adult Social Care Strategy 2015-2020, — Leicester City Council Strategic Commissioning Strategy 2015-2019, — Advocacy Code of Practice (Revised Edition 2014). This Service Specification is for the delivery of an Independent Mental Capacity Advocacy Service as a statutory provision under the following relevant legislation and guidance: — Mental Capacity Act 2005, — Mental Capacity Act Code of Practice, — The Mental Capacity Act 2005 (Independent Mental Capacity Advocates) (Expansion of Role) Regulations 2006, — DoLS Code of Practice, — Care Act 2014, — Mental Health Act 1983, as amended by the Mental Health Act 2007, — Care and Support Statutory Guidance (Issued under the Care Act 2014), — Leicestershire County Council, Adult Social Care Strategy 2015-2019, — Leicester City Council, Adult Social Care Strategic Commissioning Strategy 2015 – 2019, — Rutland County Council, Adult Social Care Strategy 2015-2020, — Advocacy Code of Practice (Revised Edition 2014), — The European Convention on Human Rights.
