Tender description

Contracts for projects which will support more and better provision of teachers’ continuing professional development (CPD) and Leadership Development, focussed on challenging areas and schools. The Teaching and Leadership Innovation Fund (TLIF), announced by the Secretary of State for Education in October 2016, aims to improve pupil outcomes in priority areas by: — Stimulating more and better provision of teachers’ CPD and leadership development in challenging areas and schools, — Stimulating demand for provision of teachers’ CPD and leadership development in challenging areas and schools, — Support development of a sustainable market in CPD and leadership development that will be capable of becoming self-funding in the future. The Department for education expects to run a limited number of TLIF bidding rounds during the current spending review period (ending March 2020). This contract notice pertains to Round 1 only. In TLIF Round 1, we will be seeking evidence-based proposals for teachers’ CPD and/or leadership development, which would be ready to deliver to participants from not later than January 2018. Bidders must be able to deliver at scale (details are set out in the specification), and bids must set out the reach and how the Programmes will be delivered and targeted towards geographical areas. These include the DfE’s 12 opportunity areas and local authority districts identified as category 5 and 6 in DfE’s work on achieving excellence Areas – see www.gov.uk/government/publications/defining-achieving-excellence-areas-methodology. The estimated start date for the contract is June 2017 with end dates to be agreed with successful contractors but anticipated to be in line with the current spending review period, which ends in March 2020. DfE reserves the right at its absolute discretion to extend the contract, subject to satisfactory contractor performance, Government support and funding.
