Tender description

Cardiff Council is looking to procure a contractor to install loft insulation and cavity wall insulation in suitable domestic properties within its stock. Cardiff Council has approximately 13 500 domestic properties across Cardiff, consisting of houses, flats and sheltered accommodation dwellings which will be covered under this contract. The contract will assist in meeting the following:— achieving the requirements of the Welsh Housing Quality Standards (Welsh Government), — to continue its efforts to tackle fuel poverty within the Affordable Warmth Strategy, — to reduce carbon emissions in the domestic stock of Cardiff Council. Background to the Procurement Cardiff Council is looking to procure a contractor to install loft insulation and cavity wall insulation in suitable domestic properties within its stock. Cardiff Council has approximately 13 500 domestic properties across Cardiff, consisting of houses, flats and sheltered accommodation dwellings which will be covered under this contract. The contract will assist in meeting the following: — achieving the requirements of the Welsh Housing Quality Standards (Welsh Government), — to continue its efforts to tackle fuel poverty within the Affordable Warmth Strategy, — to reduce carbon emissions in the domestic stock of Cardiff Council. The Welsh Housing Quality Standards Cardiff Council is committed to bring all of its domestic housing stock up to Welsh Government Welsh Housing Quality Standards (WHQS). The standards include development in roofs, windows, kitchens, bathrooms and also energy efficiency standards. The energy efficiency standards can be improved in a number of ways, mainly by increasing levels of Loft Insulation in roof spaces and Cavity Wall Insulation in appropriate properties. Other energy efficiency measures are included in the WHQS (boilers, draft excluders), however these are outside the remit of this tender. The Affordable Warmth Strategy for Cardiff. The Affordable Warmth Strategy for Cardiff has been developed by Cardiff Council and key partner organisations. It enables us to work together to help all residents of Cardiff, especially vulnerable households, to be able to afford to heat their homes to the level required to maintain good health and well-being. Affordable warmth can be achieved in a number of ways:- — Increasing the energy efficiency of residents’ homes with practical measures e.g. Loft Insulation, — Maximising household incomes and — Reducing fuel costs. The Council anticipates that the contract will be awarded to a sole supplier for an initial period of 24 months with an option to extend for 2 periods of 12 months. The contract is subject to annual reviews through the contract period to ensure satisfactory performance in line with specification and key performance indicators.
