Summary of the work The planning professional will provide visible and effective leadership, leading planning activities across the portfolio, including offering support at project /programme level. The successful candidate will develop a clear vision and standards, championing the use of best-practice project planning standards, tools and processes, building strong networks both internally and externally. Specialist role Programme manager Expected Contract Length 12 months = 264 days (assuming 22 working day month) Latest start date Thursday 1 November 2018 Maximum Day Rate £1000 Who Speclialist Work With The specialist will work very closely both with Home Office policy and Operational teams, enabling functions such as Technology and Commercial, and with PPM counterparts across the Department. What Specialists Work On 1. Lead the overarching planning work for the portfolio. 2. Provide expert advice for team members and the wider stakeholder community throughout the lifecycle of the different projects, including delivery of comprehensive knowledge transfer collateral. 3. Ownership and maintenance of the master project/portfolio plans, including dependency identification and mapping, and analysis and successful resolution of risks and issues. 4. Direct workstream leads to encourage and support the creation of detailed local plans to sit under the master project plans, including identification of future capacity and capability needs. 5. Lead the analysis of performance data, identifying areas of improvement and collaboration. Skills & Experience • Industry-leading knowledge of techniques for planning, monitoring and controlling programmes, including risk management, dependency mapping and resource allocation • Proven leadership experience of delivering similarly complex programmes / portfolios • Proven track record of engaging and managing multiple stakeholder groups, demonstrating expert influencing skills to obtain agreement and co-operation • Strong problem-solving skills with the ability to form reasoned conclusions and recommendations • Excellent analytical skills, demonstrating the ability to interpret, distil and present data insights • PRINCE2 Practitioner • Experience of working in Central Government Nice to Haves • Dynamic and adaptable, with the ability to balance and prioritise across a broad range of subject areas • Experience of working in the Home Office • Microsoft Project Professional Advanced user • Hold a recognised project planning qualification • Demonstrable experience of successful up-skilling / knowledge transfer to a broad range of stakeholders, including appropriate supporting examples • High degree of personal resilience and stamina • High tolerance for ambiguity Work Location 2 Marsham Street, London SW1P 4DF Working Arrangments The role will be based in Marsham Street but occasional travel may be required to other project team offices in Croydon and possibly Liverpool. Onsite for 5 days per week for face-to-face meetings with key stakeholders and various teams. No, the maximum daily rate is £1000 per day 8. There are no line management responsibilities. The planning work will be part of a portfolio team comprising of a number of programmes, projects and workstreams. We are looking to match the day rate you've stated but can't do that via DMP due to a cap on the day rate we can present here. Would you accept a updated rate (not exceeding £1000) quote if we get to the next stage? Weighting on price relates to that which is declared at the time of submission. It is not possible to subsequently change the day rate after this time. 15. Will a T&S budget be made available for travel outside of London. or is this to be included within the day rate There will be a T&S budget made available for any travel costs incurred outside of London. 16. Would you consider a candidate with central government experience but not with Home office? Yes, a candidate with Central Government experience but not with the Home Office will be considered as this falls under a ‘nice to have’ experience.
