Tender description

Provision of buildings based day time support in Blackpool for adults with learning disabilities with lower level needs, which promotes independence and choice, focusing on community activities and integration. The aim of the procurement is to secure the provision of building based day time support for adults aged 18 and over with learning disabilities with lower level needs. The service is to be delivered by a single service provider who is required to undertake all of the requirements as detailed, including provision of a suitable building base within the borough. The service must be delivered from a suitable facility in Blackpool, and be open from the hours of 9:00 am to 4:00 pm Monday to Friday. The service is expected to provide up to 121 daytime sessions per week. Transport is not included in the contract and the Provider is required to provide a pick up and drop off service at start and end of sessions and provide access to the community for users of the service. The Service includes on-site meals and refreshments for service users including breakfast, lunch and snacks as required (which are chargeable separately). An on-site bathing and/or showering facility is included in the requirement. The service must offer a flexible and stimulating programme of activities which are both building and community based and offer personal one-to-one engagement and group encouragement and provide observational / background support. The service must provide a supportive and safe environment where service users can develop and maintain friendships. The Provider is required to undertake regular and systematic risk assessments in liaison with any relevant therapists, social care staff and health colleagues. The Provider must ensure the design, development and delivery of the service is undertaken in collaboration with service users; carers and family members. The service must be delivered by a suitably qualified and skilled workforce. The Council sets the rate paid to the provider and this is reviewed annually. The service is required to be delivered at the rate set by the Council.
