Northamptonshire County Council (NCC) (The “Authority”) wishes to invite Tenders for the supply of services in respect of Commercialisation of Northamptonshire County Council Assets. The Authority is seeking to secure an advertising/sponsorship provider to enable commercialisation of the Authority’s assets. With a property portfolio of nearly 200 sites, and approx. 150 roundabouts across Northamptonshire this presents a sizeable opportunity. Assets in scope as potential sites for advertising opportunities include: — Office buildings, — Training and professional development buildings, — Car parks at Country Parks, — Libraries, — School sites, — Household Waste Recycling Centres, — Land ownerships adjacent to heavy traffic flow, — Roundabouts, — Verges. Bus Shelter advertising is out of scope of this exercise. The potential provider will seek, secure and administer the third party advertising/sponsorship at no cost to the Authority. The purpose of lot one is to secure a single supplier who will manage an advertising/sponsorship scheme for the council’s roundabouts and county boundary signage. The council is looking to maximise income from these assets in order to contribute to the financing of council services. The supplier will seek, secure and administer the third party advertising/sponsorship of roundabouts and county boundary signs. Provide and install signage associated with the sponsorship; prepare and submit all applications and meet the requirements of the relevant local planning authority; and meet all costs incurred in delivering advertising/sponsorship opportunities including rates, taxes and other charge costs. The Authority shall not accept any costs in connection with the delivery of the goods or services described in the contract. The purpose of lot 2 is to secure a single supplier who will establish and manage an advertising/sponsorship scheme for the Authority’s property portfolio. The property sites currently owned by the Authority present a range of advertising/sponsorship opportunities. The supplier will work with the Authority to identify and agree advertising/sponsorship opportunities relating to the property portfolio. The supplier will manage the advertising/sponsorship service. They will seek, secure and administer the third party advertising/sponsorship of identified sites. Provide and install advertising gantry where applicable, and/or any other installation appropriate for the advertising/sponsorship of agreed sites. Prepare and submit all applications and meet the requirements of the relevant local planning authority; and meet all costs incurred in delivering advertising / sponsorship opportunities including rates, taxes and other charge costs. The Authority shall not accept any costs in connection with the delivery of the goods or services described in the contract. Lot 3 is the combination of all services under Lot 1 and Lot 2.
