Tender description

NHS Wales wishes to engage with the market to inform a new approach to its Staff Surveys. Following this engagement it is intended that a procurement process is undertaken to deliver a solution that meets NHS Wales' needs. NHS Wales Staff Survey — Developing a new approach: Our Story so Far: Staff surveys are run every 2 years, for all NHS Wales organisations run via the Welsh Partnership Forum. Every year the project board has learned and developed the survey further to make the outcomes clearer and more easily articulated by teams and leaders. More people than ever took part in 2018’s survey and the data is accessible for people to decide what improvements they need to make, across all organisations and levels. Policy is changing in Wales with more of a focus on staff wellbeing and engagement and the direct link to patient outcomes. This is an opportunity to ensure that we collect data which captures employee experience. The Future: We need to create a culture of regularly giving and receiving feedback, focussing on wellbeing/engagement and localised decision-making and ownership. To do this we must run full annual staff survey and regularly measure and use monthly wellbeing/ engagement information, through a condensed engagement index survey. This will help us met the Quadruple Aim https://beta.gov.wales/sites/files/publications/2018-01/Review-health-social-care-report-final.pdf as well as a more balanced workforce focus/metric. We need an easily accessible approach that will allow quicker and easier access to the survey and the results. We see significant benefit of linking this with our current systems (demographic data/business intelligence). Key questions: We are looking for suppliers to provide us with specific answers to these brief questions, in order to inform the procurement exercise: — What is an estimated cost range for your approach/services? — What are realistic timescales for implementation? — Can you show us some of your existing examples? — What if anything do you think we are missing? — How can we ensure that our individuals trust your service? — How can you help us meet our cultural goals? — How will you help turn the data into useable and understandable information that can be fed back to teams and individual across Wales? Please see below draft key requirements for the Future Surveying Tool: Portal: — easily downloadable/accessible from PC, Laptop and mobile device, — available via the internet or NHS Wales network, on personal or work devices, — connectivity with other platforms e.g. ESR, — easy “how to” guides — should be intuitive for the user with appropriate support, — link with other aspects of NHS Wales (e.g. Health and Wellbeing), — concurrent access without performance being impacted, — no individual licence fees to use, — ability to push messages to staff and staff groups e.g. reminders and schedule automated messages/reminders. Surveying System: — ability to run a full annual staff survey question and to run monthly/ad-hoc pulse surveys, — ability to target survey to full organisation, key areas of the organisation or individuals e.g. for on-boarding experience surveys, exit interviews etc., — ability to store masters, — provide access to question templates, — support for user of the survey system 9-5 Monday — Friday, — dedicated user accounts. Reporting System: — immediate results/feedback on all aspects of surveying, — ability to be used by teams easily, — reports should, — produce tabular and graphical data, — provide quantitative and qualitative data, — be customisable, — integrate with other workforce Dashboards, — be organisational or pan Wales, — produce dashboards, — produce info-grams. We therefore wish to engage the market to present our key requirements and look to understand what solutions are available to assist us in the delivery of our aims. This will involve a presentation to suppliers regarding the approach, and will follow with the opportunity for suppliers to share and discuss their potential solutions with NHS Wales. This will take place via supplier engagement days on 16th and 17th October (dependent upon interest this may take place on 1 day only).
