Tender description

The London Borough of Havering is looking to identify a provider(s) to manage and deliver 2 semi-independent services for: (a) looked after children (under 18); and (b) leaving care children and young people (aged over 18). The local Authority has identified 2 properties in the borough from which 6 individuals in each property will be supported to achieve independence. The provider(s) will be contracted to provide the service on a 5 year block contract. We will be holding an initial provider engagement event on the 25.9.2018 in order to obtain greater influence in market shaping and consult providers on the content of the commissioning specification. We would like to invite providers with experience in delivering and managing semi-independent services for Looked After and Leaving Care Children and Young People. Places at the event will be offered on a first come first served basis due to limited space at the venue. The London Borough of Havering is looking to develop services in borough. This is opportunity is part of an overall programme to design and build more services in borough. Its part of a plan to increase the level of face to face contact, increase capacity in borough and bring more children and young people back to the borough to access her own and partner services. In addition this opportunity will bring some of our most vulnerable children and young people closer to their families where appropriate. The London Borough of Havering is looking to identify a provider(s) to manage and deliver 2 semi-independent services for: (a) looked after children (under 18); and (b) leaving care children and young people (aged over 18). We are looking to work in partnership with a provider(s) to improve outcomes for those placed and for them to reach their full potential, achieve successful independence to manage their own property in the future. The local Authority has identified two properties in the borough from where 6 individuals in each property will be supported to achieve independence. The provider(s) will be contracted to provide the service on a 5 year block contract and property lease. In total 12 CYP will be supported across both properties on a 24/7 basis by provider(s). Through this approach and through contract management we will have more control over the market, placement costs and achieve more value for money for the funder. The ambition and the long term aims of the project is to deliver improved outcomes, improved service user experience and delivery of a more informed service model that delivers savings.
