Tender description

This Leeds interim Framework Agreement will start to work towards a more local and holistic approach to support and accommodation for our care leavers; it will commence on 19.12.2018 to 31.1.2020 with the option to extend for 1 x further period of 6-months. This will allow time for Leeds to establish future commissioning arrangements, via the HRSR, for vulnerable young people and care leavers in Leeds. Group living — describes a situation where a child/ young person lives within a multi-occupancy property which either has shared communal facilities or a “bed-sit” type living space as part of a larger communal building, which aims to: offer a group living environment with staff on site 24 hours a day, 7 days per week, 365 days per year and be appropriately staffed to accommodate this. A ratio of staffing on a 1:4 basis as a maximum to deliver this service and support hours will include: a) Monday to Sunday 8:00 am to 11:00 pm; and b) Sleep in support, Monday to Sunday 11:00 pm to 8:00 am. Additionally, support required above the staffing ratio above, a waking night or sleep in (11:00 pm. to 8:00 am) can be provided where needed and where risk assessed as appropriate by the Purchaser and Service Provider; additional support will be sourced from Service Category 1 (Lot 1) under additional support element as per the pricing schedule. Additional support will be time limited and reviewed to ensure that it meets the needs of the child/ young person and to reduce to the standard staffing ratio. Supported Tenancy describes a situation where a Service Provider sources a tenancy on behalf of a child/ young person through its own stock or with private or registered social landlords. The owners of properties must be accredited with the Leeds Landlord Accreditation Scheme. The primary focus of a supported tenancy is to help and support the child/ young person to develop independent living skills to live safely in their own home. The Service Provider will work towards achieving specific outcomes with the child/ young person and are encouraged to employ creative and innovative methods to meet these outcomes and, through their experience and resources, to bring added value. Only one/two/three bedroomed accommodation are required for this Service Category. Any larger properties should be considered under Service Category 1 (Lot 1) – Group Living. Service Providers must provide community based floating support to children/ young people requiring support to manage their accommodation. The Service Provider will work predominantly with children/ young people who are already in accommodation but who are experiencing some difficulties in managing their tenancy. The Service Provider must be able to respond to the needs of children/ young people during evenings and weekends, 365 days per year to meet the individual needs of a child/ young person. Weekends and evenings should include crisis management, as appropriate. A floating support package can be purchased to meet the needs of a child/ young person in line with the indicative pricing schedule: a) Support hours (CORE); Monday to Friday — between 8:00 am and 10:00 pm and Saturday and Sunday between 10:00 am and 6:00 pm. b) Support hours (out of hours) Monday to Friday – between 10:00 pm and 11:00 pm and Saturday and Sunday between 6:00 pm and 11:00 pm. c) Sleep in support; Monday to Sunday — 11:00 pm to 8:00 am. d) Waking night time support; Monday to Sunday — 11:00 pm to 8:00 am. The primary focus is to help and support children/ young people to develop independent living skills and to live safely in their own homes.
