Tender description
This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved. To programme will seek to raise the political salience of selected service delivery and pro-poor policy failures. Expected outputs are: (i) a robust understanding of elite's attitudes towards poverty, fairness and selected pro-poor policies; (ii) 2 mechanisms (public opinion poll and live reporting mechanism) that can shape politicians' calculations of electoral pay-offs; (iii) relationship brokering to support formal or informal coalitions with the power and influence to push change through; and (iv) strategic communications to make selected service deliver and pro-poor policy issues central to the 2021 elections. This programme intends to support civil campaigns to raise selected service delivery and pro-poor policy issues up the Zambian political agenda and turn them into vote winners. The programme will build on the lessons from previous accountability programming in Zambia and international evidence on social accountability, thinking and working politically and developmental leadership. It is expected that the contract will involve four interlinked work areas, requiring effective coordination across each to ensure seamless and effective delivery. All elements are critical to overall success: — Action research to build a thorough understanding of elites’ (and wider societal) attitudes to poverty and fairness, selected pro-poor policies, what shapes citizens’ voting decisions and parties electoral strategies. — A live reporting mechanism that can help shape political calculations of electoral pay-offs. — Relationship brokering to facilitate and support formal or informal coalitions that can amplify demand for change, shed light on and steer public action towards critical accountability failures, and legitimise alternatives; and — Strategic communications to make selected service-delivery and pro-poor policies issues central to the 2021 elections and keep them up the political agenda thereafter.
