Tender description

The Council has an innovative model of care in Camden for the health and care services that people receive in their home. A range of commissioned services is included within the scope of the model, which includes floating support for adults with a learning disability. In line with the Council’s commissioning strategy for the integrated service delivery model to support people in their home, the intention is to commission a new service model of floating support for adults with learning disabilities that delivers high quality support that focuses on strengths and assets, so people can live well in their own homes and their communities. The services aim to deliver support on a localised basis across the same two localities used for the delivery of reablement in Camden. The services will provide a more diverse offer of support, such as mechanisms for flexible use of personal budgets, shared hours and peer support. The Council is intending to award contracts for the provision of learning disabilities floating and community support in Camden North (Lot 1). The initial term will be for 3 years with the option to extend for a further 2 periods of one-year each. The Services come under Chapter 3, Section 7 (Social and Other Specific Services) of the Public Contracts Regulations 2015. Under Regulation 76, the Council may determine the procedure to be applied in connection with the award of the contracts. The process will be a 2-stage process similar to the restricted procedure. Stage 1 will comprise of selection criteria consisting of questions assessed both on a pass/fail and scored basis. Organisations will be required to meet the minimum standards specified within the selection criteria. The organisations ranked 5 or higher (based on the assessed scores at selection stage) for Lot 1 will then be invited to Stage 2 of the process. Shortlisted organisations will then be required to submit their responses to the award criteria. Full details are included in the tender documentation.
