Tender description

Norfolk County Council is seeking an investor provider partnership to establish a Special Purpose Vehicle (SPV) that funds and contracts the delivery of evidenced based interventions which promote independence and improve health and well-being. We are currently working on 3, potentially 4, projects that address improving health and well-being outcomes through Social Prescribing, improved well-being and mental health, the establishment of an Apprenticeship Training Agency (ATA) with a focus on more vulnerable young people and addressing barriers to work related to health conditions. Social prescribing, and the use of social as well as purely medical interventions to address the causes of ill health is a an integrate and preventative approach to improving and transforming health provision. Norfolk County Council wishes to use part of its Apprenticeship Levy by passing 10 % of its levy to a SIB funded Apprenticeship Training Agency (ATA), which will target individuals with high support needs, but who are able to complete an apprenticeship. There are a high number of people, across all age groups, who find it challenging to find a keep employment due to mental and physical health problems. Norfolk County Council wishes to procure a SIB to increase skill levels, help the individuals engage in job searching and employment and reduce skills shortages across the county.
