Tender description

This tender is a key PEACE IV project exploring issues around shared space in areas which are not formally interface areas. It is a tendered intervention to enhance cross-community usage of shared spaces, to build cross-community linkages and to tackle barriers/issues around shared space/reconciliation in 4 geographical areas: Castlederg (and surrounding rural area); Bonds Street/Triangle/Shepherds Glen (in Derry~Londonderry); Strabane (and surrounding rural area); Newtownstewart (and surrounding rural area). Please note that the awarding of this contract remains subject to final confirmation of PEACE IV funding to Derry City and Strabane District Council from the SEUPB (Special European Union Programmes Body). Council have applied for the funding under a “modification request” (re-bid process) and expect to have the outcome of that by July 2018. Key Project Components in each lot: Each lot in the tender has 3 key phases: Tender in each lot must deliver in phases over 2 years (Approximately September 2018 – September 2020) as follows: Phase 1: Set up — Establish a project steering group on a balanced cross-community basis as the key vehicle for community consultation/engagement and to give sustained input into finalizing programme design, recruitment, management and sustainable exit strategy. This should include meeting with for example key community and voluntary groups, community leaders, residents, political representatives etc. to establish relationships, communication and awareness of the project and understanding of the issues pertinent to the project. The project steering group should be established by open call and should be reflective of the range of identity, opinion and expertise relevant to the project. The steering group must meet regularly throughout the project. — Establish the key issues impacting on shared space, contested space, peace and reconciliation and cross-community work. — Devise an agreed cross-community programme to meet local needs/interests and the requirements of the Peace IV programme. This must be focused on shared space and the issues outlined as relevant to the tender. The programme may have several elements, but each element must be cross-community and must ensure participants engage for a minimum of 26 hours spread over 6 months. As this is a 2 year programme it would be hoped that most participants would engage in significantly more than the minimum 26 hour requirement. The approach/ methodology used within the programme is at the discretion of the tenderer but must ensure a positive impact on the 14 PEACE IV Specific Target Outcomes including diversity, reconciliation and shared space awareness. The programme should have a minimum of 50 participants and it is advised that it should build in at least a 15 % attrition rate (ie. Recruit a minimum of 58 participants to ensure at least 50 complete the full sustained programme 26 hour/6 month requirement). Please note that participants already registered with other projects on the council’s local peace programme are welcome to participate, but cannot be counted as participants as duplication is not allowed. These participants collectively must cover the cross-community requirement of reasonably balanced PUL/CNR/BME representation outlined below for each lot. — Launch the programme formally with appropriate community engagement, press release and publicity. Phase 2: Delivery — Manage, promote and deliver sustained cross-community programme with level of contact to SEUPB requirement and with content which maximises cross-community usage of any existing shared spaces; addresses any issues and physical manifestations around transforming contested space into shared space; includes Peace and reconciliation focused attitudinal programmes; dialogue about the issues. — Explore approaches to sustainability eg. Other funding sources, legacy of increased community capacity or infrastructure, local action plans linked to community plans etc — Ensure target participants and cross-community targets are reached — Ensure monitoring and evaluation requirements are met — Ensure communications requirements are met Phase 3: Completion — Monitor and evaluate the completed programme — Collate learning from the programme specific to their lot in a format which is useful to the local community for future work/sustainability as well as feedback to the funder. — Engage with a Peace IV Team in a shared dialogue and celebration to co-ordinate learning from across all four lots and focus on sustainable outcomes.
