Tender description
Summary of the work DfI requires an experienced technical lead and developer to work with internal staff. The technical lead/developer will primarily be expected to play a leading role in the design, development, testing and release of interface and internal features in relation to the GB system and other changes required by BlueBadge team. Expected Contract Length From 1st September 2018 - 30th November2018 Latest start date Saturday 1 September 2018 Budget Range Cost must not exceed £30K Why the Work is Being Done The Department for Infrastructure (DfI) currently supports an internal system for the management and processing of Blue Badge applications. This is a key business system processing approximately 40,000 applications per annum. The internal system currently includes an interface to a GB Blue Badge system for a central UK register of Blue Badge holders and the production of a secure badge. The GB Blue Badge is being replaced, with a new contract required to be in place for the 1st January 2019. However it is expected a Private Beta service will be in operation from mid September 2018. Problem to Be Solved The Departmental Blue Badge system is to be amended to introduce new interface(s) to the GB system for the ordering of badges and maintaining a central register of current Blue Badges. It is anticipated the GB system will be ready for Private Beta mid-September with the set of interface APIs for the new GB system being available from July. The Private Beta will encompass the production of badges for applicants, duplicate badges and the cancellation of badges. Given the time pressures involved the Department requires an experienced technical lead and developer to work with internal staff. Who Are the Users As a Blue Badge operator I need to manage (create/cancel/duplicate) Blue Badges so that Badges can be printed and issued through the existing Blue Bade case management system to an external DfT (Department for Transport) System. As a Blue Badge operator I need facilities to manage violations of Blue Badges. Existing Team Working with an in-house team comprising two developers, an analyst, a tester and staff in the business area including a product owner Current Phase Beta Skills & Experience • Have significant experience of the Application Lifecycle management process • Technical leadership role with demonstrable experience using Visual Studio .Net framework standards and technologies including C#, SQL Server 2012/2014/2016, javascript, WebServices, webforms, RestAPI’s and OAuth2 Client Credentials Grant Type workflow • Demonstrable experience of design and development of technical solutions to meet business need using Visual Studio .Net framework standards and technologies including C#, SQL Server, javascript, Web Services, web forms • Demonstrable experience of design and development of technical solutions using Rest API’s and OAuth2 Client Credentials Grant Type workflow for system to system communication • Demonstrable experience of utilising Team Foundation Server (2010/2015) through the software delivery cycle with particular emphasis on builds, publishing and release management • Demonstrable experience of working closely with NICS and wider public sector delivering software projects, customer relationship involvement and skills enhancement • Extensive knowledge and understanding of implementing security within the public sector NICS Enterprise Shared Services infrastructure • Demonstrable experience of implementing ISO 27000 information security management System (ISMS) within the public sector • Ability to work within Clarence Court, Adelaide Street, Belfast • Latest start date early September 2018 with latest completion date November 2018 Nice to Haves • Knowledge and expertise in data protection including GDPR and implications for software development • Ability to provide technology teams with guidance in terms of application solutions/architecture Work Location The supplier will be based at Department for Infrastructure (DfI), Clarence Court, 10-18 Adelaide Street, Belfast, BT2 8GB Working Arrangments Onsite 5 days a week with regular team meetings/updates as required. We believe that a suitable approach for DfI , working within the allocated budget, would be to provide a technical lead one day a week with a full time developer role (5 days a week) for the duration of this engagement. Can DfI please confirm if this approach is acceptable, or whether the expectation is for the two roles both to be full time? The suggested approach in the question above is acceptable. 2. The opportunity is classified as a digital outcome; however the requirement is specifically asking for full time resource. The working requirements state resource needs to be onsite 5 days a week with regular team meetings/updates as required. Can you please clarify if this a digital outcome opportunity (in which case we can propose a blended team to meet your requirements) or a digital specialist opportunity in which case we will propose a specific resource? This is a digital specialist opportunity. Within this context we are open to a mix of Tech Lead and Developer specialists
