Tender description
The City of Bristol Council (hereafter referred to as Bristol City Council and or BCC) wish to appoint an experienced lead contractor to deliver: A Case Management System that enables citizens to log both non-statutory and statutory complaints, Freedom of Information Requests (FOI’s), Feedback, and System Access Requests via a software solution/portal. In recognition of more types of complaints and enquiries needing to be captured. Bristol City Council have appraised and determined that the most efficient option is to scope a new service from the ground up, to not only support their current requirements, but deliver a resultant future proofed contract able to cater for changes to technology whilst ensuring future releases and developments can seamlessly interoperate with other relevant Bristol City Council IT systems. The procurement process undertaken will be a Competitive procedure with negotiation; as per Regulation 29 of the Public Contracts Regulations 2015 (PCR 2015). This will include the following states: — Selection based on responses to the Selection Questionnaire — A longlist of 5 Candidates will be invited to submit an “Initial Tender” — Initial Tender evaluation will be used to shortlist 3 Tenderers or award a contract without any Negotiation, following a standstill period * — Potential negotiation period (if used) * — Submission of final Tender (if used) * — Award decision and Standstill period prior to contract award * Please note that the Council reserves the right to award after receipt of Initial Tenders as per Reg. 29(15) without entering into negotiation with the shortlisted Tenderers. It is likely that the Council will seek to award a contract following the process outlined above, with Contract award based on a final Tender submission. However, without limitation to the right under Reg. 29(15), this discretion may be exercised where the evaluation process results in one Initial Tender response attaining an overall score that is a minimum of 10 % higher than the next highest bid, as per the scoring criteria outlined below, where the Council is satisfied that negotiation would not deliver better value.
