Refuse and waste related services

Tender description

The services under this contract entail the purchase of waste paper by the service provider, and their subsequent recovery under service Lot 5 (see II.2.4 below). This tendering exercise also allows the Service provider for Lot 5 or their nominated haulier to price for the haulage of contract waste (under Service Lots 1 to 4) from the District Councils' stockpiles to the waste's recovery facility. However, the Authority also intends to undertake an independent tendering exercise for the haulage provisions of the Contract under service Lots 1 to 4. Should the outcome of the Authority's independent haulage tendering exercise for Service Lots 1 to 4 prove that an independent haulier meets the conditions in Section 1.22.1 of ITT, then Service Lots 1 to 4 will be awarded to an independent haulier, otherwise all Service Lots 1 to 5 will be awarded to the preferred bidder for Service Lot 5. The procurement is for the provision of services under 5 Service Lots as detailed below: — Service Lot 1: is for the haulage of contract waste from "Devon Authorities" by the haulier nominated by the tenderer for Service Lot 5. Devon Authorities include the following Councils which will participate in the contract from its Service Commencement Date of 1.4.2019: Exeter City, East Devon, Mid-Devon, North Devon and Teignbridge, — Service Lots 2: is for the haulage of contract waste from the South Hams District Council. This Council might join the contract during its term and therefore this service lot is "Provisional", — Service Lots 3: is for the haulage of contract waste from Torbay Council. This Council might join the contract during its term and therefore this service lot is "Provisional", — Service Lots 4: is for the haulage of contract waste from West Devon Borough Council. This Council might join the contract during its term and therefore this service lot is "Provisional", — Service Lot 5: is for the recovery of waste paper by the tenderer. Once the preferred bidder for Service Lot 5 is identified, DCC will undertake an independent tendering exercise for Service lots 1 to 4 offering these to a wider haulage market. Should the outcome of the Authority's independent haulage tendering exercise for Service Lots 1 to 4 prove that an independent haulier provides a more economically advantageous tender, then Service Lots 1 to 4 will be awarded to an independent haulier, otherwise all Service Lots 1 to 5 will be awarded to the preferred bidder for Service Lot 5.
