Tender description

The current re-procurement exercise has encountered unforeseen delays which mean that to secure continuity of service and to provide for suitable transition opportunities for new bidders, it is necessary to let a new short term contract to satisfy this need. Given the nature and scale of the services, and the short timeframes involved, only the incumbent would be able to stand up the services for the period concerned. 3 month provision of Vehicle Immobilisation, Removal, Storage, Disposal and Enforcement Notice Issuing Service. This service includes the provision of mobile ANPR provision and associated back office functions. NSL Ltd is the current provider of the services associated with the Provision of Vehicle Immobilisation, Removal, Storage, Disposal and Enforcement Notice Issuing Services, including ANPR services, in a contract due to expire 5.11.2018. DVLA is currently running a re-procurement exercise for the services which is not achievable and under Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015. NSL Ltd is the only supplier who can provide these necessary public services until the re-procurement is complete and to ensure Exit and Transition activities are complete for the uninterrupted preservation of services for the period concerned.
