Summary of the work The specialist will support the Head of Engineering Practice to establish the infrastructure engineering capabilities within the Engineering Practice, and to recruit new engineering talent into BPDTS. Specialist role Programme manager Expected Contract Length Minimum of six months Latest start date Monday 20 August 2018 Who Speclialist Work With The specialist will support the Head of Engineering Practice to establish the infrastructure engineering capabilities within the Engineering Practice, and to recruit new engineering talent into BPDTS. There is currently a need to increase senior capacity within the Engineering Practice to shape and drive activities in this area to establish the required momentum across the business. The specialist will work with counterparts in DWP to build cross-community ways of working, support the organisation’s strategy to increase digital capability and assure delivery of digital services. What Specialists Work On 1. Recruiting infrastructure engineers across the recruitment campaigns across the various disciplines, including: cyber security, data centre operations, data platforms, hosting, network, end user computing, tooling and call centre. 2. Support establishment of the Infrastructure Engineering community, focusing on: a. Developing the practice community and ways of working. b. Developing career pathways . c. Providing direction and coaching d. Implementing new processes and tools supporting demand management, resource allocation, practice communications, learning and recruitment. e. Developing a service catalogue with target service levels . 3. Working with counterparts in DWP to understand customer requirements and building cross-community ways of working. Skills & Experience • Demonstrable experience of recruiting and attracting high quality digital engineers • Demonstrable experience of forming and leading infrastructure engineering teams in a digital environment to build, support, manage and maintain infrastructure solutions and infrastructure facilities. • Significant experience of managing the delivery of large-scale digital solutions in both Agile and Waterfall environments to time, budget and quality. • Experience of major incident management and escalation within a live service environment. • Extensive experience of leading and continuously improving large Infrastructure Engineering teams within a complex, multi-disciplinary environment. • Collegiate in approach and able to build a vision and momentum for change. • Familiar with professional services business models and associated business processes • Able to demonstrate experience of challenging organisational processes to reduce complexity and optimise delivery flow. • Good practical working knowledge of a broad range of technologies used over the last 20 years. • Able to communicate effectively with and understand infrastructure engineering practitioners. • Able to build credible relationships at senior levels within a complex organisation Nice to Haves • Experience of working in waterfall environments and understanding of constraints and requirements when working with or interfacing with legacy systems. • Working knowledge of relevant technologies and tools, such as AWS, Crown Hosting and containerisation. • A member of a relevant professional body. Work Location Benton Park View Newcastle, or Peel Park Blackpool or central Manchester Working Arrangments Onsite 4 or 5 days a week with significant travel between Newcastle, Blackpool and Manchester. Maximum, of £1,000 per week limit on expenses, which must be pre-approved and adhere to BPDTS Ltd Expenses Policy. The role is outside of IR35 3. Are you able to give more information as to which of the 'Assessment Methods' you will be using? We will be using Presentations /Interviews. It is anticipated that these will be during the morning of Tuesday 7th August in Manchester. The presentation will be no longer than 45 minutes and will need to address the following, allowing time for questions and answers. How you will:* Support the Head of Engineering Practice to establish the Infrastructure Engineering community, with a specific focus in the following key areas:a. Developing the infrastructure engineering practice community and ways of working.b. Developing career pathways to facilitate career progression.c. Providing direction and coaching to members of the infrastructure engineering practice. 4. With the role closing at Midnight Thursday, is it realistic to say that you’ll be able to review, mark and respond, to potentially 20+ applicants by the next day? i.e you’ve only given yourself 2 working days, between closing the role and presentation stage. How can you assure each application will be given the assessment time it requires in such a short period. We have set aside dedicated time on the Friday to shortlist / sift the initial numbers of suppliers, using the criteria published.This is the first stage of the process to reduce the number of suppliers that we will evaluate. We have stated that we will evaluate 3 suppliers. Each evaluator will consider each of the supplier responses and a moderating meeting will ensure that each application has been treated fairly and in accordance with the Digital Marketplace guidance. 5. Please can you advise where the Head of Engineering Practice is primarily based? The Head of Engineering Practice is based in London but spends (typically) 2-3 days each week in the other locations. 6. Please can you confirm the budget ceiling for this position? As per the published advertisement the Department has not set a Day rate/Budget range for this role.
