North of England Commissioning Support (NECS) is working for, and on behalf of, NHS England, Specialised commissioning, North Region who wish to commission a comprehensive all age Liaison and Diversion services to identify, assess and refer people with mental health, learning disability, substance misuse and social vulnerabilities when they first come into contact with the police and criminal justice system, within the locality of North England. North of England Commissioning Support is working for and on behalf of NHS England, Specialised commissioning, North Region who wish to commission a comprehensive all aged Liaison and Diversion service across Northumbria. The Liaison and Diversion (L&D) service identifies, assesses and refers people with mental health, learning disability, substance misuse and social vulnerabilities when they first come into contact with the police and criminal justice system. The aim of the Liaison and Diversion service is to deliver a comprehensive range of Services that encompasses all age groups across the North region. In particular services that meets the needs of people with mental health, learning disability, substance misuse and other psychosocial vulnerabilities who enter the youth/or criminal justice systems. The aim is to provide early intervention care as soon as the individual enters the Criminal justice system (CJS). To ensure that where appropriate, individuals can be managed more appropriately in the community, or dependent on need diverted from the justice pathway altogether. This procurement will be conducted via the NECS e-tendering system (Proactis) as such there will be no hard copy documents issued to bidders and all communications between bidders and NECS, including tender submissions, will be conducted via the Proactis portal.
