Tender description

SBC's Current CCTV control room operating 545 cameras is located in Swingate House and must be moved to a new location in Cavendish, approximately 1.5 miles away, by May 2019. The current CCTV control room operating 545 cameras is located in Swingate House and must be moved to a new location in Cavendish, approximately 1.5 miles away, by May 2019. The control room is managed by Hertfordshire CCTV Partnership and provides 24 hours CCTV coverage 365 days a year across Hertfordshire and Central Bedfordshire. Tenderers must have an experience in a previous contract in a delivery of a project involving relocation of a control room with 100+ cameras including a construction of a new control room. New control room shell and core is required to be built in Cavendish ground floor area and the floor plan of the new control room can be found in specification document. If the Tenderer is going to subcontract the shell and core works to another company, a proof will be required to show the subcontracting company has an experience in building control rooms. The Tenderer will be responsible for moving the circuits located in Swingate and rerouting existing analogue circuits from Hertsmere Civic Centre in Borehamwood, where another IDF (Intermediate Distribution Frame) is located, to the new location in Cavendish. The analogue Public Space Surveillance (PSS) system CCTV system has its majority of circuits (165) supplied by Virgin Media, (VM) and BT supply 36 circuits; wireless transmission accounts for 6 cameras and 3 cameras are hardwired to the control room. A further 305 cameras, generally in schools and other council premises, use ADSL transmission on the ADPRO software system to record and control images. In summary, The CCTV Contractor will provide the following elements of work: — rerouting of all existing transmission circuits to the new control room at Cavendish House, — relocation and commissioning of existing recording hardware (Tecton Liberators), — a new soundproof CCTV control room shell and core with new fit-out of control room furniture, — equipment upgrade of existing CCTV camera locations throughout the scheme (where necessary), — options for 2 and 3-year service and maintenance contracts to support all systems and equipment proposed or retained, — the CCTV Contractor will also be responsible for all works in relation to any decommissioning and strip out of the existing site as per the requirements outlined in these tender documents.
