Tender description

Hackney Learning Trust, the Education Department of Hackney Council is seeking an experienced Provider with extensive specialist expertise in developing an Education Management Information System, to develop and support our schools admission,as well as SEND, Multi-Agency Team, Children Support Services, Psychology Service, Education Attendance Service and SEND/EHCP Team and SEND travel Assistance, governors,Hearing\visual Impairment etc. It is expected that the new system will have the same modules as the current with innovation/ improvement of the existing system that has been in place for over 15 years. This is an open procedure and provider must complete the Selection Questionnaire (“SQ”) and the ITT which must be submitted by the closing date. Applicants must pass the SQ before their tender responses for the quality and price are evaluated. All documentation is located under reference DN348917 on Council’s e-procurement portal, https://procontract.due-north.com and responses should be submitted in line with the requirements in this SQ and ITT, and the instructions set out on ProContract. The evaluation weighting of the Tenders has been set as follows: — Qualitative proposal — 60 % — Financial Submission — 40 % The Functional Requirements Spreadsheet includes: (Technical Requirements, Common Requirements, Education Management, Management Information form part of the service specification, however, they are made up of key requirements that must be met by the tenderer. Where the requirement or functionality is pass/fail. The provider must pass, otherwise, they will incur a fail, which could eliminate them from the process. The Tenderer should also have the expertise and ability to develop a good working system with the following modules: — Admissions and Transfers/Online. For the processing of applications for school places and offers, — Bases: Core module for recording/managing establishment data, — Governors: Supporting the role of school governance, — B2B Student: Daily/weekly transfer of core pupil data from schools to HLT, — Grants and Benefits: Processing of Free School Meals and Clothing applications, — Governors: To support schools and clerks with the administration of the corporation and governors, — SEN: Support/record provision of SEND services, — Attendance: Collection and analysis of school attendance data. Exclusions: Management of all exclusions, — Hearing\visual Impairment: Recording of assessments relating to HI/VI including equipment used, — Early years: Core foundation module for early years’ activities (nurseries, children centres, PVI’s), — One provider portal: online processing of 2 year old and 30 hour entitlement applications by providers, — One Citizen Portal: online processing of 2 year old applications by parent/carers. CSS: (Children’s Support Services) – A flexible, comprehensive case management tool to provide a detailed picture of every child. Allows users to raise referrals and assessments. Used by teams such as the Multi-Agency Team, Education Psychology Service, Education Attendance Service and SEND/EHCP Team, — eStart: promotes multi-agency working by facilitating information sharing to best support the needs of local children and families, — One web Business Continuity Subscription, — Psychology Service, Education Attendance Service and SEND/EHCP Team and SEND travel Assistance.
